A bill for an act
relating to energy; appropriating funds from the renewable development fund to
supplement the low-income home energy assistance program.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LOW-INCOME HOME ENERGY ASSISTANCE PROGRAM;
SUPPLEMENTAL APPROPRIATIONS.

new text begin (a) Notwithstanding Minnesota Statutes, section 116C.779, subdivision 1, paragraph (j),
$5,000,000 in fiscal year 2021 is appropriated from the renewable development fund
established in Minnesota Statutes, section 116C.779, to the commissioner of commerce to
provide additional heating assistance pursuant to the low-income home energy assistance
program under United States Code, title 42, sections 8621 to 8630, and Minnesota Statutes,
section 216C.02, subdivision 1. No more than five percent of this appropriation may be
used for administrative expenses. Any unspent balance available on September 30, 2020,
cancels to the general fund.

or other funding existing or otherwise available for heating assistance in Minnesota.

consistent with the requirements of the low-income home energy assistance program under
United States Code, title 42, sections 8621 to 8630.
