  1.1                          A bill for an act 
  1.2             relating to education; requiring the commissioner of 
  1.3             children, families, and learning to develop the 
  1.4             capacity to administer the basic skills test on line 
  1.5             and to score and report test results to students and 
  1.6             schools quickly; amending Minnesota Statutes 2000, 
  1.7             section 120B.30, by adding a subdivision. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2000, section 120B.30, is 
  1.10  amended by adding a subdivision to read: 
  1.11     Subd. 1a.  [ON-LINE TESTING; REPORT OF RESULTS.] (a) The 
  1.12  commissioner of children, families, and learning must develop 
  1.13  the capacity to deliver on line the basic skills tests in 
  1.14  reading, mathematics and writing.  The tests must be available 
  1.15  for statewide administration on line by September 1, 2002. 
  1.16     (b) In order that students and districts may use basic 
  1.17  skills test results for diagnostic purposes and to allow 
  1.18  targeted interventions to improve student achievement by 
  1.19  students who do not pass a test, all test results must be 
  1.20  reported to the student and the student's school within 30 
  1.21  calendar days of the date of the administration of the test. 
  1.22     [EFFECTIVE DATE.] This section is effective the day 
  1.23  following final enactment.
