A bill for an act
relating to clean water; requiring a Mississippi River source water protection
plan; appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 144.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) The commissioner of health, in cooperation with the commissioners of natural
resources, agriculture, and the Pollution Control Agency, must prepare and update a source
water protection plan for the Mississippi River to protect water drawn from the river for
drinking water purposes. The plan must assess and identify areas within the Mississippi
River basin where land use, geological features, proximity to water intakes, or other
aspects of the area pose a risk to the river's ability to provide safe drinking water. The
commissioner, in consultation with local units of government within the Mississippi River
basin and public water suppliers drawing water from the river, must identify measures to
reduce identified risks to the river and develop a plan to implement the measures.

(b) The commissioner of health must submit the plan required under this section
to the chairs and ranking minority members of the house of representatives and senate
committees and divisions with jurisdiction over health and the environment and natural
resources by January 1, 2018, and every three years thereafter.

$1,500,000 in fiscal year 2017 is appropriated from the clean water fund to the
commissioner of health for the purposes of Minnesota Statutes, section 144.3832,
established in this act.
