  1.1                          A bill for an act
  1.2             relating to education; capital improvements; 
  1.3             appropriating money to the University of Minnesota for 
  1.4             a steam plant away from the Mississippi river; 
  1.5             authorizing the issuance of state bonds. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; UNIVERSITY STEAM PLANT.] 
  1.8      (a) $....... is appropriated from the bond proceeds fund to 
  1.9   the board of regents of the University of Minnesota for 
  1.10  predesign, design, site acquisition and preparation, and 
  1.11  development of construction documents for a steam service 
  1.12  facility for the Minneapolis campus.  The steam service facility 
  1.13  must not be located adjacent to the Mississippi river and must 
  1.14  use natural gas and fuel oil as the only fuel sources. 
  1.15     (b) To provide the money appropriated by this act from the 
  1.16  bond proceeds fund, the commissioner of finance, on request of 
  1.17  the governor, shall sell and issue bonds of the state in an 
  1.18  amount up to $....... in the manner, on the terms, and with the 
  1.19  effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.20  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.21  4 to 7.
