  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing sales of certain 
  1.3             tax-forfeited lands that border public water in Anoka 
  1.4             county. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONVEYANCE OF TAX-FORFEITED LAND BORDERING ON 
  1.7   PUBLIC WATER; ANOKA COUNTY.] 
  1.8      Subdivision 1.  [SALE REQUIREMENTS.] (a) Notwithstanding 
  1.9   Minnesota Statutes, sections 92.45 and 282.018, subdivision 1, 
  1.10  Anoka county may convey the tax-forfeited lands bordering public 
  1.11  water that are described in subdivision 2 under the remaining 
  1.12  provisions of Minnesota Statutes, chapter 282. 
  1.13     (b) The county has determined that the county's land 
  1.14  management interests would best be served if the lands were sold 
  1.15  to the cities in which they are located. 
  1.16     (c) The conveyances must be in a form approved by the 
  1.17  attorney general and must provide that the lands revert to the 
  1.18  state if they are not used for open space or drainage purposes. 
  1.19     (d) No landscape changes, stormwater discharge, or 
  1.20  watercourse alterations that affect the hydrology and vegetative 
  1.21  characteristics of the lands are allowed beyond those conditions 
  1.22  that exist at the time of the transfer or sale in order that the 
  1.23  wetland characteristics and resulting wildlife habitats are 
  1.24  maintained in perpetuity. 
  1.25     Subd. 2.  [DESCRIPTIONS.] The lands that may be conveyed 
  2.1   are located in Anoka county and are legally described as follows:
  2.2      (1) City of Anoka (PIN No. 35-32-25-31-0003), all that part 
  2.3   of the Northeast Quarter of the Southwest Quarter of Section 35, 
  2.4   Township 32, Range 25, Anoka County, Minnesota lying southerly 
  2.5   of the centerline of a creek, said centerline being described as 
  2.6   follows: 
  2.7      Commencing at a point on the east line of Government Lot 2, 
  2.8   Section 35, Township 32, Range 25 distant 120 feet north from 
  2.9   the southeast corner of said Government Lot 2; thence northerly 
  2.10  along the east line of said Government Lot 2, said line having a 
  2.11  bearing of North and South, for a distance of 1083.00 feet to 
  2.12  the centerline of creek; thence North 44 degrees 58 minutes 20 
  2.13  seconds West a distance of 97.29 feet; thence North 67 degrees 
  2.14  56 minutes 46 seconds West a distance of 138.64 feet; thence 
  2.15  North 75 degrees 56 minutes 46 seconds West a distance of 216.92 
  2.16  feet; thence South 89 degrees 39 minutes 55 seconds West a 
  2.17  distance of 180.17 feet; thence South 57 degrees 56 minutes 35 
  2.18  seconds West a distance of 416.78 feet; thence South 70 degrees 
  2.19  54 minutes 50 seconds West a distance of 283.00 feet, more or 
  2.20  less, to its intersection with the northerly shore line of the 
  2.21  Mississippi River extended southeasterly across said creek 
  2.22  centerline and there terminating. 
  2.23     Also known as part of Lot 26, Auditor's Subdivision No. 96, 
  2.24  Anoka County, Minnesota. 
  2.25     And all that part of said Lot 26, Auditor's Subdivision No. 
  2.26  96, Anoka County, Minnesota lying northerly of said centerline 
  2.27  of creek, lying southerly of the south line of Lot 31, said 
  2.28  Auditor's Subdivision No. 96, and lying easterly of the west 
  2.29  line of said Lot 31 extended southerly to said centerline of 
  2.30  creek. 
  2.31     (2) City of Anoka (PIN No. 35-32-25-31-0006), Lot 31, 
  2.32  Auditor's Subdivision No. 96, Anoka County, Minnesota, according 
  2.33  to the plat on file in the office of the Anoka County Recorder. 
  2.34     (3) City of Anoka (PIN No. 35-32-25-34-0001), all that part 
  2.35  of Government Lot 2, Section 35, Township 32, Range 25, Anoka 
  2.36  County, Minnesota lying southerly of a line hereinafter referred 
  3.1   to as line "B," said line "B" being described as follows: 
  3.2      Beginning at the intersection of the southwesterly line of 
  3.3   Lot 14, Auditor's Subdivision No. 96, Anoka County, Minnesota 
  3.4   and a line parallel with and 150.00 feet northwesterly of the 
  3.5   southeasterly line of said Lot 14; thence southwesterly along 
  3.6   said parallel line and its southwesterly extension 500.00 feet; 
  3.7   thence southwesterly deflecting to the right 45 degrees 00 
  3.8   minutes 00 seconds 900.00 feet, more or less, to the thread of 
  3.9   the Mississippi River and said line "B" there terminating. 
  3.10     Except Lots 28 and 29, Auditor's Subdivision No. 96. 
  3.11     Also except the south 120.00 feet of said Government Lot 2. 
  3.12     Also except all that part of said Government Lot 2, 
  3.13  described as follows: 
  3.14     Commencing at the northeast corner of Lot 7, Dickenson's 
  3.15  Mississippi Estate, Anoka County, Minnesota, according to the 
  3.16  plat on file in the office of the Anoka County Recorder, said 
  3.17  corner being the point of beginning of a line hereinafter 
  3.18  referred to as line "A"; thence South 67 degrees 00 minutes 00 
  3.19  seconds East along the southeasterly extension of the north line 
  3.20  of said Lot 7 and along line "A" 75.00 feet; thence South 85 
  3.21  degrees 41 minutes 00 seconds East 195.00 feet; thence South 04 
  3.22  degrees 19 minutes 00 seconds East 310.00 feet to the point of 
  3.23  beginning of the land to be described; thence South 33 degrees 
  3.24  07 minutes 00 seconds East 213.10 feet; thence South 44 degrees 
  3.25  42 minutes 00 seconds East 300.00 feet; thence South 51 degrees 
  3.26  15 minutes 00 seconds East 230.80 feet; thence South 37 degrees 
  3.27  53 minutes 00 seconds East 300.00 feet; thence South 44 degrees 
  3.28  55 minutes 00 seconds East 300.00 feet, more or less, to the 
  3.29  north line of said south 210.00 feet of Government Lot 2, and 
  3.30  said line "A" there terminating; thence easterly along said 
  3.31  north line to a point on a line parallel with and 66.00 feet 
  3.32  easterly of said line "A," as measured at right angles to said 
  3.33  line "A"; thence northwesterly along said parallel line to a 
  3.34  point on said line "B" described above; thence southwesterly 
  3.35  along said line "B" to a point on said line "A"; thence 
  3.36  southerly along said line "A" to the point of beginning. 
  4.1      Also known as a part of Lot 27, Auditor's Subdivision No. 
  4.2   96. 
  4.3      (4) City of Anoka (PIN No. 35-32-25-43-0001), all that part 
  4.4   of the Northwest Quarter of the Southeast Quarter and the South 
  4.5   Half of the Southeast Quarter of Section 35, Township 32, Range 
  4.6   25, Anoka County, Minnesota lying southwesterly of the 
  4.7   southwesterly right-of-way line of U.S. Highway No. 10.  Also 
  4.8   known as part of Lot 9, Auditor's Subdivision No. 28. 
  4.9      Except that part of the South Half of the Southeast Quarter 
  4.10  of Section 35, Township 32, Range 25 described as follows: 
  4.11     Beginning at the point of intersection of the southwesterly 
  4.12  line of U.S. Highway No. 10, as the same is now laid out and 
  4.13  constructed, with the south line of the Southeast Quarter of the 
  4.14  Southeast Quarter of said Section 35, which point is 1060.70 
  4.15  feet West from the southeast corner of said Section 35; thence 
  4.16  westerly along said south line a distance of 342.60 feet; thence 
  4.17  to the right, deflection angle 86 degrees, 24 minutes, for a 
  4.18  distance of 323.70 feet, more or less, to the southwesterly line 
  4.19  of said U.S. Highway No. 10; thence southeasterly, northeasterly 
  4.20  and again southeasterly along the southwesterly line of said 
  4.21  U.S. Highway No. 10 to the point of beginning.

  4.23     (5) City of Lino Lakes (PIN No. 36-31-22-14-0004), all that 
  4.24  part of Government Lot 2, Section 36, Township 31, Range 22, 
  4.25  which lies northerly of the centerline of a cartway easement two 
  4.26  rods wide, the centerline of said cartway easement is described 
  4.27  as follows:  Commencing at the northeast corner of Otter Lake 
  4.28  Hills, thence North 89 degrees 08 minutes East along the north 
  4.29  line of said Otter Lake Hills extended easterly, 1083.60 feet to 
  4.30  the centerline of Bald Eagle Boulevard as traveled; thence South 
  4.31  24 degrees 28 minutes West, 418.80 feet; thence South 05 degrees 
  4.32  22 minutes East, 395.65 feet on said centerline for point of 
  4.33  beginning of said cartway; thence South 84 degrees 38 minutes 
  4.34  West, 63.00 feet; thence South 35 degrees 38 minutes West, 
  4.35  181.94 feet; thence South 60 degrees 38 minutes West, 280.00 
  4.36  feet; thence North 59 degrees 22 minutes West, 350.00 feet; 
  5.1   thence North 41 degrees 07 minutes West, 354.52 feet to the east 
  5.2   line of said Otter Lake Hills and there terminating. 
  5.3      And all that part of said Government Lot 2 which lies 
  5.4   northerly of a line described as follows:  Commencing at the 
  5.5   northeast corner of said Otter Lake Hills, thence North 89 
  5.6   degrees 08 minutes East along the north line of said Otter Lake 
  5.7   Hills extended easterly, 1083.60 feet to the centerline of Bald 
  5.8   Eagle Boulevard as traveled; thence South 24 degrees 28 minutes 
  5.9   West, 418.80 feet; thence South 05 degrees 22 minutes East, 
  5.10  395.65 feet on said centerline for point of beginning of line to 
  5.11  be described; thence East and parallel with the north line of 
  5.12  Government Lot 2 to the east section line of Section 36, 
  5.13  Township 31, Range 22, and there terminating. 
  5.14     Excepting therefrom that part of the south 325.00 feet of 
  5.15  the north 534.00 feet of said Government Lot 2 lying easterly of 
  5.16  the westerly 675.00 feet thereof; subject to and together with 
  5.17  that cartway easement hereinbefore described and to Bald Eagle 
  5.18  Boulevard, and other easements and reservations of record, if 
  5.19  any. 
  5.20     (6) City of Ramsey (PIN No. 25-32-25-34-0061), Outlot O, 
  5.21  Flintwood Hills 2nd Addition, Anoka County, Minnesota, according 
  5.22  to the plat on file in the office of the Anoka County Recorder. 
  5.23     (7) City of Ramsey (PIN No. 21-32-25-43-0034), the east 
  5.24  290.00 feet of the west 1168.00 feet of the south 330.00 feet of 
  5.25  the north 1705.00 feet of the Southeast Quarter of Section 21, 
  5.26  Township 32, Range 25, Anoka County, Minnesota. 
  5.27     And the south 165.00 feet of the north 1540.00 feet of the 
  5.28  east 105.00 feet of the west 1273.00 feet of said Southeast 
  5.29  Quarter.  Subject to road easement over the north 33.00 feet 
  5.30  thereof. 
  5.31     (8) City of Oak Grove (PIN No. 32-33-24-41-0001), all that 
  5.32  part of the Northeast Quarter of the Southeast Quarter of 
  5.33  Section 32, Township 33, Range 24, Anoka County, Minnesota lying 
  5.34  southerly of the centerline of Cedar Creek and lying easterly of 
  5.35  the following described line: 
  5.36     Commencing at the southeast corner of said Northeast 
  6.1   Quarter of the Southeast Quarter; thence North 89 degrees 37 
  6.2   minutes 27 seconds West along the south line of said Northeast 
  6.3   Quarter of the Southeast Quarter 299.44 feet to the point of 
  6.4   beginning of said line; thence North 18 degrees 06 minutes 51 
  6.5   seconds West to said centerline of Cedar Creek and there 
  6.6   terminating. 
  6.7      (9) City of Andover (PIN No. 29-32-24-42-0055), Outlot A, 
  6.8   Brandon's Lakeview Estates, Anoka County, Minnesota, according 
  6.9   to the plat on file in the office of the Anoka County Recorder. 
  6.10     Sec. 2.  [EFFECTIVE DATE.] 
  6.11     Section 1 is effective the day following final enactment.
