  1.1                          A bill for an act 
  1.2             relating to motor vehicles; establishing special 
  1.3             Olympic license plates; dedicating fees collected; 
  1.4             creating an account in the state treasury; 
  1.5             appropriating money; proposing coding for new law in 
  1.6             Minnesota Statutes, chapter 168. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [168.1291] [SPECIAL OLYMPIC LICENSE PLATES.] 
  1.9      Subdivision 1.  [GENERAL REQUIREMENTS AND PROCEDURES.] The 
  1.10  registrar shall issue special Olympic license plates to an 
  1.11  applicant who: 
  1.12     (1) is an owner or joint owner of a passenger automobile, 
  1.13  pickup truck, or van; 
  1.14     (2) pays a fee determined by the registrar to cover the 
  1.15  costs of handling and manufacturing the plates; 
  1.16     (3) pays the registration tax required under section 
  1.17  168.013; 
  1.18     (4) pays the fees required under this chapter; 
  1.19     (5) contributes $15 annually to the Minnesota amateur 
  1.20  sports commission account established in subdivision 6; and 
  1.21     (6) complies with laws and rules governing registration and 
  1.22  licensing of vehicles and drivers. 
  1.23     Subd. 2.  [DESIGN.] After consultation with the United 
  1.24  States Olympic Committee, the registrar shall design the special 
  1.25  Olympic plates. 
  1.26     In consultation with the registrar, the Minnesota amateur 
  2.1   sports commission annually shall indicate the number of plates 
  2.2   the commission anticipates will be needed. 
  2.3      Subd. 3.  [NO REFUND.] Contributions under this section 
  2.4   must not be refunded. 
  2.5      Subd. 4.  [PLATE TRANSFERS.] Notwithstanding section 
  2.6   168.12, subdivision 1, on payment of a transfer fee of $5, 
  2.7   plates issued under this section may be transferred to another 
  2.8   passenger vehicle, pickup truck, or van owned or jointly owned 
  2.9   by the person to whom the special plates were issued. 
  2.10     Subd. 5.  [FEES CREDITED.] The fees collected under this 
  2.11  section, not including the contributions collected for the 
  2.12  Minnesota amateur sports commission account, must be deposited 
  2.13  in the state treasury and credited to the highway user tax 
  2.14  distribution fund.  
  2.15     Subd. 6.  [MINNESOTA AMATEUR SPORTS COMMISSION ACCOUNT.] A 
  2.16  Minnesota amateur sports commission account is created in the 
  2.17  state treasury.  Except for one percent that may be retained by 
  2.18  the registrar for administrative costs, all contributions 
  2.19  received under this section must be deposited by the registrar 
  2.20  in the account.  Money in the account is appropriated to the 
  2.21  Minnesota amateur sports commission to support maximum sport and 
  2.22  physical fitness opportunities for all residents of this state 
  2.23  regardless of gender, age, race, ability, geography, or economic 
  2.24  status, and to provide meaningful sport and fitness 
  2.25  opportunities for residents of this state who are economically 
  2.26  disadvantaged, girls or women, senior citizens, persons with 
  2.27  disabilities, or residents of Greater Minnesota. 
  2.28     Subd. 7.  [RECORD.] The registrar shall maintain a record 
  2.29  of the number of license plates issued for the United States 
  2.30  Olympic Committee. 
  2.31     Sec. 2.  [PAYMENT OF INITIAL PRODUCTION COSTS.] 
  2.32     The Minnesota amateur sports commission shall pay the 
  2.33  commissioner an amount determined by the commissioner to equal 
  2.34  the administrative, handling, and manufacturing costs of the 
  2.35  first production of Olympic license plates.  Production of 
  2.36  license plates must begin after the commissioner receives 
  3.1   payment.  
  3.2      Sec. 3.  [APPROPRIATION.] 
  3.3      (a) The amount determined by the commissioner under section 
  3.4   2 is appropriated to the commissioner of public safety to pay 
  3.5   the costs of the first production of license plates under 
  3.6   section 1.  The sum is available until spent.  
  3.7      (b) The amount paid by the Minnesota amateur sports 
  3.8   commission to the commissioner under section 2 is appropriated 
  3.9   to the Minnesota amateur sports commission from the highway user 
  3.10  tax distribution fund.  This appropriation is available to the 
  3.11  extent that Olympic license plates are sold and receipts are 
  3.12  credited to the highway user tax distribution fund.
