  1.1                          A bill for an act
  1.2             relating to capital improvements; providing grants to 
  1.3             the city of Albert Lea and Freeborn county for dam and 
  1.4             lake improvements in the Albert Lea area; authorizing 
  1.5             issuance of bonds; appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION; ALBERT LEA.] 
  1.8      (a) $3,000,000 is appropriated from the bond proceeds fund 
  1.9   to the commissioner of natural resources for a grant to the city 
  1.10  of Albert Lea to make dam improvements in the Albert Lea area. 
  1.11     (b) Of the amount appropriated in paragraph (a): 
  1.12     (1) $1,000,000 is for a new dam on Fountain Lake; 
  1.13     (2) $500,000 is for sediment infiltration control strips; 
  1.14     (3) $1,000,000 is for shoreline stabilization on Albert Lea 
  1.15  Lake and Fountain Lake; and 
  1.16     (4) $500,000 is for storm water sumps in catch basins for 
  1.17  Albert Lea Lake and Fountain Lake. 
  1.18     Sec. 2.  [APPROPRIATION; FREEBORN COUNTY.] 
  1.19     $400,000 is appropriated from the bond proceeds fund to the 
  1.20  commissioner of natural resources for a grant to the county of 
  1.21  Freeborn for a new dam on Albert Lea Lake. 
  1.22     Sec. 3.  [BOND SALE.] 
  1.23     To provide the money appropriated in sections 1 and 2 from 
  1.24  the bond proceeds fund, the commissioner of finance shall sell 
  1.25  and issue bonds of the state in an amount up to $3,400,000 in 
  2.1   the manner, on the terms, and with the effect prescribed by 
  2.2   Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  2.3   Minnesota Constitution, article XI, sections 4 to 7. 
  2.4      Sec. 4.  [EFFECTIVE DATE.] 
  2.5      Sections 1 to 3 are effective the day following final 
  2.6   enactment.
