  1.1                          A bill for an act 
  1.2             relating to education; requesting a proposal from the 
  1.3             Minnesota state colleges and universities to develop a 
  1.4             partnership with private industry to train 
  1.5             hard-to-place employees. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [REQUEST FOR PROPOSAL.] 
  1.8      The board of trustees of the Minnesota state colleges and 
  1.9   universities is requested to develop a proposal to create 
  1.10  incentives for private industry, in partnership with Minnesota 
  1.11  state colleges and universities customized training programs, to 
  1.12  help train, place, and retain hard-to-place employees.  The 
  1.13  proposal shall be developed in conjunction with private 
  1.14  industry, local workforce centers, and the department of 
  1.15  economic security.  The proposal shall be brought to the 
  1.16  legislature for consideration for inclusion in the fiscal year 
  1.17  2000 budget. 
  1.18     Sec. 2 [APPROPRIATION.] 
  1.19     $....... is appropriated from the general fund to the board 
  1.20  of trustees for the Minnesota state colleges and universities in 
  1.21  fiscal year 1999 to test proposals developed under section 1 by 
  1.22  operating a pilot at one or more technical college or 
  1.23  consolidated college sites.
