  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             authorizing the board of trustees of the Minnesota 
  1.6             state colleges and universities to make capital 
  1.7             improvements at St. Cloud Technical College; 
  1.8             authorizing issuance of bonds; appropriating money. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [APPROPRIATION.] 
  1.11     $7,992,000 is appropriated from the bond proceeds fund to 
  1.12  the board of trustees of the Minnesota state colleges and 
  1.13  universities for the A and B wing renovation project at St. 
  1.14  Cloud Technical College which includes the design, remodeling, 
  1.15  furnishing, and equipment for the A and B wings of the existing 
  1.16  building and the design, construction, furnishing, and equipment 
  1.17  for an addition to the existing boiler room. 
  1.18     Sec. 2.  [BOND SALE.] 
  1.19     To provide the money appropriated in section 1 from the 
  1.20  bond proceeds fund, the commissioner of finance, on request of 
  1.21  the governor, shall sell and issue bonds of the state in an 
  1.22  amount up to $7,992,000 in the manner, on the terms, and with 
  1.23  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.24  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.25  4 to 7. 
  1.26     Sec. 3.  [EFFECTIVE DATE.] 
  1.27     Sections 1 and 2 are effective the day following final 
  2.1   enactment.
