  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article XIV, sections 1, 10, and by adding a section; 
  1.4             dedicating revenue from future motor fuel tax 
  1.5             increases to multimodal transportation fund; creating 
  1.6             a multimodal transportation fund for highways and 
  1.7             public transportation purposes. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.10     An amendment to the Minnesota Constitution is proposed to 
  1.11  the people. 
  1.12     If the amendment is adopted, the heading for article XIV, 
  1.13  will read: 
  1.14                            ARTICLE XIV 
  1.15              PUBLIC HIGHWAY TRANSPORTATION SYSTEM 
  1.16     article XIV, section 1, will read: 
  1.17     Section 1.  The state may construct, improve and, maintain, 
  1.18  and operate public highways and systems for public 
  1.19  transportation, may assist political subdivisions in this work 
  1.20  and by law may authorize any political subdivision to aid in 
  1.21  highway work within its boundaries. 
  1.22     article XIV, section 10, will read: 
  1.23     Sec. 10.  The legislature may levy an excise tax on any 
  1.24  means or substance used for propelling vehicles on the public 
  1.25  highways of this state or on the business of selling it.  The 
  1.26  proceeds of the tax at the rate in effect on December 31, 1996, 
  2.1   shall be paid into the highway user tax distribution 
  2.2   fund.  Revenues from any increase in the rate at which the tax 
  2.3   is levied after December 31, 1996, shall be paid into the 
  2.4   multimodal transportation fund. 
  2.5      and a section will be added to article XIV to read: 
  2.6      Sec. 12.  The multimodal transportation fund is created.  
  2.7   The fund consists of the net proceeds of taxes authorized under 
  2.8   section 10 and money appropriated to the fund by law.  Money in 
  2.9   the fund shall be appropriated by law and used for the 
  2.10  construction, improvement, maintenance, and operation of public 
  2.11  highways and systems for public transportation in Minnesota. 
  2.12     Sec. 2.  [SUBMISSION TO VOTERS.] 
  2.13     The proposed amendments must be submitted to the people at 
  2.14  the 1996 general election.  The question submitted must be: 
  2.15     "Shall the Minnesota Constitution be amended to dedicate 
  2.16  revenue from increases in the motor fuel tax rate to both 
  2.17  highway and public transportation purposes? 
  2.18                                     Yes .......
  2.19                                     No ........"
