  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             providing for the I-494 Wakota Bridge; authorizing 
  1.6             issuance of bonds; appropriating money. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; WAKOTA BRIDGE.] 
  1.9      $48,000,000 is appropriated from the transportation fund as 
  1.10  provided in Minnesota Statutes, section 174.50, toward 
  1.11  completion of the I-494 Wakota Bridge. 
  1.12     Sec. 2.  [BOND SALE.] 
  1.13     To provide the money appropriated in section 1 from the 
  1.14  transportation fund, the commissioner of finance, on request of 
  1.15  the governor, shall sell and issue bonds of the state in an 
  1.16  amount up to $48,000,000 in the manner, on the terms, and with 
  1.17  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.18  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.19  4 to 7.  The proceeds of the bonds except accrued interest and 
  1.20  any premium received on the sale of the bonds must be credited 
  1.21  to a bond proceeds account in the state transportation fund. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     Sections 1 and 2 are effective the day following final 
  1.24  enactment.
