  1.1                          A bill for an act
  1.2             relating to capital improvements; transportation; 
  1.3             establishing an experiment in the use of the 
  1.4             design-build method of construction for state vehicle 
  1.5             and equipment storage or maintenance facilities. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [DESIGN-BUILD METHOD OF CONSTRUCTION.] 
  1.8      Beginning with the capital budget projects approved by law 
  1.9   in 1996, the commissioner of administration or the commissioner 
  1.10  of transportation may use a design-build method of project 
  1.11  development and construction for projects to construct new 
  1.12  vehicle and equipment storage or maintenance facilities.  
  1.13  "Design-build method of project development and construction" 
  1.14  means a project delivery system in which a single contractor is 
  1.15  responsible for both the design and the construction of the 
  1.16  project.  The commissioner of administration or the commissioner 
  1.17  of transportation may select the projects that will be 
  1.18  constructed using the design-build method.  Minnesota Statutes, 
  1.19  section 16B.33, does not apply to the projects selected.  The 
  1.20  commissioners must report to the legislature by February 1, 
  1.21  2000, on the use of the design-build method, including 
  1.22  comparative cost analysis, quality of product obtained, 
  1.23  advantages and disadvantages of using this method, and the 
  1.24  commissioners' recommendations for further use of the 
  1.25  design-build method.
