  1.1                          A bill for an act 
  1.2             relating to education finance; increasing the 
  1.3             appropriation for support of the advanced placement 
  1.4             and international baccalaureate programs; amending 
  1.5             Laws 2003, First Special Session chapter 9, article 2, 
  1.6             section 55, subdivision 17. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Laws 2003, First Special Session chapter 9, 
  1.9   article 2, section 55, subdivision 17, is amended to read: 
  1.10     Subd. 17.  [EXAMINATION FEES; TEACHER TRAINING AND SUPPORT 
  1.11  PROGRAMS.] (a) For students' advanced placement and 
  1.12  international baccalaureate examination fees under Minnesota 
  1.13  Statutes, section 120B.13, subdivision 3, and the training and 
  1.14  related costs for teachers and other interested educators under 
  1.15  Minnesota Statutes, section 120B.13, subdivision 1: 
  1.16       $  778,000     .....     2004

  1.18     (b) The advanced placement program shall receive 75 percent 
  1.19  of the appropriation each year and the international 
  1.20  baccalaureate program shall receive 25 percent of the 
  1.21  appropriation each year.  The department, in consultation with 
  1.22  representatives of the advanced placement and international 
  1.23  baccalaureate programs selected by the advanced placement 
  1.24  advisory council and IBMN, respectively, shall determine the 
  1.25  amounts of the expenditures each year for examination fees and 
  1.26  training and support programs for each program. 
  2.1      (c) Notwithstanding Minnesota Statutes, section 120B.13, 
  2.2   subdivision 1, up to $375,000 each year is for teachers to 
  2.3   attend subject matter summer training programs and follow-up 
  2.4   support workshops approved by the advanced placement or 
  2.5   international baccalaureate programs.  The amount of the subsidy 
  2.6   for each teacher attending an advanced placement or 
  2.7   international baccalaureate summer training program or workshop 
  2.8   shall be the same.  The commissioner shall determine the payment 
  2.9   process and the amount of the subsidy. 
  2.10     (d) The commissioner shall pay all examination fees for all 
  2.11  students of low-income families under Minnesota Statutes, 
  2.12  section 120B.13, subdivision 3, and to the extent of available 
  2.13  appropriations shall also pay examination fees in excess of $42 
  2.14  per student per test for students sitting for an advanced 
  2.15  placement examination, international baccalaureate examination, 
  2.16  or both.  
  2.17     Any balance in the first year does not cancel but is 
  2.18  available in the second year. 
  2.19     [EFFECTIVE DATE.] This section is effective the day 
  2.20  following final enactment for revenue for fiscal year 2005.
