  1.1                          A bill for an act 
  1.2             relating to education; increasing state aid for early 
  1.3             childhood family education; appropriating money; 
  1.4             amending Laws 1999, chapter 205, article 1, section 
  1.5             65; and section 71, subdivision 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1999, chapter 205, article 1, section 65, 
  1.8   is amended to read: 
  1.9      Sec. 65.  [ADDITIONAL EARLY CHILDHOOD FAMILY EDUCATION AID; 
  1.10  FISCAL YEAR 2000 AND FISCAL YEAR 2001.] 
  1.11     A district that complies with Minnesota Statutes, section 
  1.12  124D.13, shall receive additional early childhood family 
  1.13  education aid for fiscal year 2000 and fiscal year 2001 equal to 
  1.14  $2.46 times the greater of: 
  1.15     (1) 150; or 
  1.16     (2) the number of people under five years of age residing 
  1.17  in the school district on October 1 of the previous school 
  1.18  year.  The additional early childhood family education aid may 
  1.19  be used only for early childhood family education programs. 
  1.20     Sec. 2.  Laws 1999, chapter 205, article 1, section 71, 
  1.21  subdivision 3, is amended to read: 
  1.22     Subd. 3.  [EARLY CHILDHOOD FAMILY EDUCATION AID.] For early 
  1.23  childhood family education aid according to Minnesota Statutes, 
  1.24  section 124D.135: 
  1.25       $20,485,000    .....     2000 
  2.1        $19,420,000 $21,206,000   .....     2001
  2.2      The 2000 appropriation includes $1,390,000 for 1999 and 
  2.3   $19,095,000 for 2000.  
  2.4      The 2001 appropriation includes $2,122,000 for 2000 and 
  2.5   $17,298,000 $19,085,000 for 2001.  
  2.6      Any balance in the first year does not cancel but is 
  2.7   available in the second year.
