1.1A bill for an act
1.2relating to capital improvements; appropriating money for veterans homes
1.3statewide; appropriating money for the All Veterans Memorial in the city of
1.4Richfield; authorizing the sale and issuance of state bonds.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. CAPITAL IMPROVEMENT APPROPRIATIONS.
1.7    The sums shown in the column under "Appropriations" are appropriated from the
1.8bond proceeds fund, or another named fund, to the state agencies or officials indicated,
1.9to be spent for public purposes. Appropriations of bond proceeds must be spent as
1.10authorized by the Minnesota Constitution, article XI, section 5, paragraph (a), to acquire
1.11and better public land and buildings and other public improvements of a capital nature, or
1.12as authorized by the Minnesota Constitution, article XI, section 5, paragraphs (b) to (j), or
1.13article XIV. Unless otherwise specified, the appropriations in this act are available until
1.14the project is completed or abandoned subject to Minnesota Statutes, section 16A.642.

1.15    Sec. 2. PRIORITIES.
1.16    The Agriculture, Rural Economies and Veterans Affairs Finance Division of the
1.17House Finance Committee recommends funding all the projects included in this act.

Sec. 3. VETERANS AFFAIRS

Subd. 2.Asset Preservation

2.2betterments of a capital nature at veterans

2.4with Minnesota Statutes, section 16B.307.

Subd. 3.Brainerd

2.6To design a veterans nursing home on the
2.7Brainerd Regional Treatment Center site.

Subd. 4.Fergus Falls Veterans Home

2.9To construct, furnish, and equip a 21-bed
2.10special care unit for persons with Alzheimer's
2.11disease or dementia, and additional clinical
2.12space. The commissioner of veterans affairs
2.13must apply to the United States Department
2.14of Veterans Affairs for matching grant funds
2.15under the federal State Home Construction
2.16Grant Program administered by the federal
2.17agency.

Subd. 5.Hastings Veterans Home Supportive
Housing

2.20To complete design for and to construct,
2.21furnish, and equip 30 units of permanent
2.22supportive housing for veterans with
2.23disabilities on the campus of the Minnesota
2.24Veterans Home-Hastings. The permanent
2.25supportive housing shall consist of 30
2.26efficiency apartments for single adults. Staff
2.27at the Minnesota Veterans Home-Hastings
2.28shall be expected to provide property
2.29management and supportive services for the
2.30housing unit.

Subd. 6.Kandiyohi County

2.32To design, construct, furnish, and equip a
2.3390-bed facility to provide skilled nursing
2.34services to veterans in Kandiyohi County.

Subd. 7.Minneapolis Veterans Home Campus

(a) Building 9 Demolition

3.3To demolish Building 9 and relocate a water
3.4main serving the campus.

(b) Campus HVAC Upgrade

3.7heating, ventilating, and air conditioning

3.10as reimbursement for 65 percent of this state

(c) New Nursing Facility

3.15100-bed nursing facility on the Minneapolis
3.16campus.

(d) Campus Security

(e) Building 17 Renovation

3.32main kitchen and dining areas in Building 17.

4.5debt service account in the state bond fund.

Subd. 8.Sauk Centre

4.7To establish a veterans facility in Sauk Centre
4.8that provides veterans services for either
4.9depleted uranium exposure, transitional
4.10housing, or a veterans center that provides
4.11outreach and group counseling.

Subd. 9.Silver Bay Campus Renovation

4.13To design, construct, furnish, and equip an
4.14addition to and renovation of the nursing
4.15care facility. This appropriation is added
4.16to the appropriation to the Veterans Homes
4.17Board in Laws 2006, chapter 258, section 19,
4.18subdivision 7, for this project.

Sec. 4. EMPLOYMENT AND ECONOMIC
DEVELOPMENT.

4.21To the commissioner of employment and
4.22economic development for a grant to the city
4.23of Richfield to design and construct the All
4.24Veterans Memorial in Veterans Memorial
4.25Park. The All Veterans Memorial shall
4.26acknowledge the six branches of military
4.27service at the first American flag raising of
4.28the battle of Iwo Jima, and shall feature a
4.29bronze bust of Charles "Chuck" W. Lindberg,
4.30who helped raise the first flag on February
4.3123, 1945, and was the last flag raiser of both
4.32Iwo Jima flag raisings to pass away. It is
4.33anticipated that the total cost of the project
4.34is $711,500, with the city and nonprofit
5.1organizations contributing $511,500. This
5.2appropriation is not available until the
5.3commissioner of finance has determined that
5.4at least an equal amount has been committed
5.5from nonstate sources.

5.6    Sec. 5. BOND SALE AUTHORIZATION.
5.7    To provide the money appropriated in this act from the bond proceeds fund, the
5.8commissioner of finance shall sell and issue bonds of the state in an amount up to
5.9$93,225,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
5.10Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
5.11sections 4 to 7.

5.12    Sec. 6. EFFECTIVE DATE.
5.13    Except as otherwise provided, this act is effective the day following final enactment.
