A bill for an act
relating to human services; imposing salary reductions.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SALARY REDUCTION; BENEFITS.

new text begin (a) The salaries of the commissioner of human services, the assistant commissioner
for chemical and mental health services, and all managerial employees of state-operated
services who are not subject to a collective bargaining agreement shall be reduced by
20 percent until all full-time state-operated services employees who are subject to an
AFSCME or MAPE collective bargaining agreement who have been subject to a 20
percent reduction in hours since May 1, 2009, have been offered the opportunity to return
to full-time employment. AFSCME and MAPE shall certify when all affected employees
have been offered the opportunity to return to full-time employment.

new text begin (b) Cost savings resulting from the reduction in salaries for the commissioner,
assistant commissioner, and managerial employees shall be expended to restore benefits
and wages for the AFSCME and MAPE employees who have been adversely affected by
the reduction in hours and loss of benefits.
