  1.1                          A bill for an act
  1.2             relating to the city of North St. Paul; authorizing 
  1.3             the issuance of bonds for construction of a highway 
  1.4             overpass. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NORTH ST. PAUL; BONDING AUTHORITY.] 
  1.7      The city of North St. Paul, by resolution of its city 
  1.8   council, may issue and sell general obligation bonds of the city 
  1.9   in a principal amount not to exceed $....... to finance that 
  1.10  part of the cost of a pedestrian and bicycle overpass over 
  1.11  marked trunk highway No. 36 in the city that is not paid from a 
  1.12  grant to the city by the council.  The bonds shall be issued and 
  1.13  sold in accordance with Minnesota Statutes, chapter 475, except 
  1.14  that the amount of bonds issued shall not be included in 
  1.15  computing any debt limitation applicable to the city. 
  1.16     Sec. 2.  [EFFECTIVE DATE.] 
  1.17     Pursuant to Minnesota Statutes, section 645.023, 
  1.18  subdivision 1, paragraph (a), section 1 is effective without 
  1.19  local approval on the day following final enactment.
