  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing capital 
  1.3             spending for housing finance agency and economic 
  1.4             security department programs; authorizing the sale of 
  1.5             state bonds; appropriating money with certain 
  1.6             conditions. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8   Section 1.  [CAPITAL IMPROVEMENTS APPROPRIATIONS.] 
  1.9      The sums in the column under "APPROPRIATIONS" are 
  1.10  appropriated from the bond proceeds fund, or another named fund, 
  1.11  to the state agencies or officials indicated, to be spent to 
  1.12  acquire and to better public land and buildings and other public 
  1.13  improvements of a capital nature, as specified in this act. 
  1.14                                                   APPROPRIATIONS 
  1.15                                                   $             
  1.16  Sec. 2.  HOUSING FINANCE AGENCY 
  1.17  Subdivision 1.  (a) To the commissioner 
  1.18  of the housing finance agency for building 
  1.19  construction and rehabilitation or financing 
  1.20  of building construction and rehabilitation 
  1.21  for the purposes specified in this section            4,250,000
  1.22  (b) At least 25 percent of each grant 
  1.23  under this section must utilize 
  1.24  youthbuild, Minnesota Statutes, 
  1.25  sections 268.361 to 268.367, or other 
  1.26  youth employment and training programs 
  1.27  to do the construction.  Eligible 
  1.28  programs must consult with appropriate 
  1.29  labor organizations to deliver 
  1.30  education and training.  In making 
  1.31  grants under this section, the 
  1.32  commissioner shall use a request for 
  1.33  proposal process.  
  2.1   Subd. 2.  Grants for Transitional 
  2.2   Housing Loans                                         2,000,000
  2.3   To the commissioner of the housing 
  2.4   finance agency for the purpose of 
  2.5   making transitional housing loans, 
  2.6   including loans for housing for 
  2.7   homeless youths, to local government 
  2.8   units authorized under Minnesota 
  2.9   Statutes, section 462A.202, subdivision 
  2.10  2.  
  2.11  Subd. 3.  Grants for Battered Women's 
  2.12  and Crime Victims' Residences                           250,000
  2.13  Grants under this program may be 
  2.14  committed so that recipients may 
  2.15  leverage the grants to obtain other 
  2.16  funds for the program. 
  2.17  Subd. 4.  Grants for Homeless Youth 
  2.18  Facilities                                            2,000,000
  2.19  This appropriation is for grants to 
  2.20  construct or rehabilitate homeless 
  2.21  youth facilities.  
  2.22  Sec. 3.  ECONOMIC SECURITY                    
  2.23  Subdivision 1.  (a) To the commissioner 
  2.24  of economic security for construction and 
  2.25  rehabilitation for the purposes specified
  2.26  in this section                                      11,250,000
  2.27  (b) At least 25 percent of each grant

  2.45  or other early childhood learning 
  2.46  programs under Minnesota Statutes, 
  2.47  section 268.917. 
  2.48  Subd. 3.  Grants for Truancy 
  2.49  and Curfew Centers                                      500,000
  2.50  This appropriation is for grants to 
  2.51  construct or rehabilitate truancy and 
  2.52  curfew centers. 
  2.53  Subd. 4.  Grants for Crises Nurseries                   500,000
  2.54  This appropriation is for grants to 
  2.55  construct or rehabilitate crises 
  2.56  nurseries. 
  3.1   Subd. 5.  Grants for Child Safety Centers               250,000
  3.2   This appropriation is for grants to 
  3.3   construct or rehabilitate child safety 
  3.4   centers.
