A bill for an act
relating to public safety; requiring human trafficking prevention training prior to
issuance of a commercial driver's license; amending Minnesota Statutes 2016,
section 171.162, by adding a subdivision.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Minnesota Statutes 2016, section 171.162, is amended by adding a subdivision
to read:

Before issuing a class A, class B,
or class C commercial driver's license, the department must receive documentary proof that
the applicant has completed:

(1) a human trafficking prevention course administered by the Minnesota State Patrol
or a third party approved by the Minnesota State Patrol to present a human trafficking
prevention course; or

(2) the online certification course offered by Truckers Against Trafficking.

This section is effective January 1, 2019, and applies to initial
applications for and renewals of class A, class B, and class C commercial driver's licenses
occurring on or after that date.
