  1.2             relating to education finance; increasing general 
  1.3             education revenue to fund teacher mentorship programs; 
  1.4             appropriating money; amending Minnesota Statutes 1998,

  1.6             Statutes 1999 Supplement, section 126C.10, subdivision

  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 1999 Supplement, section 
  1.10  126C.10, subdivision 1, is amended to read: 
  1.11     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.12  year 2000 2001 and thereafter, the general education revenue for 
  1.13  each district equals the sum of the district's basic revenue, 
  1.14  basic skills revenue, training and experience revenue, teacher 
  1.15  mentoring revenue, secondary sparsity revenue, elementary 
  1.16  sparsity revenue, transportation sparsity revenue, total 
  1.17  operating capital revenue, equity revenue, referendum offset 
  1.18  adjustment, transition revenue, and supplemental revenue. 
  1.19     Sec. 2.  Minnesota Statutes 1998, section 126C.10, is 
  1.20  amended by adding a subdivision to read: 
  1.21     Subd. 29.  [TEACHER MENTORING AND TEACHER DEVELOPMENT 
  1.22  REVENUE.] (a) A school district's teacher mentoring and teacher 
  1.23  development revenue is equal to one percent of the formula 
  1.24  allowance times the district's adjusted marginal cost pupil 
  1.25  units for that year. 
  1.26     (b) Teacher mentoring revenue must be allocated by the 
  2.1   school board for programs including the following to: 
  2.2      (1) hire mentors and coordinators; 
  2.3      (2) allow release time for new teachers to spend with 
  2.4   mentors and coordinators; 
  2.5      (3) allow teachers to observe other teachers teaching; 
  2.6      (4) create after-hours, weekend, and summer programs for 
  2.7   new teachers to work with mentors; 
  2.8      (5) create mentoring programs for noninstructional staff 
  2.9   and unlicensed classroom aides; and 
  2.10     (6) create any other mentoring programs for new teachers 
  2.11  and staff approved by the school board. 
  2.12     Sec. 3.  [APPROPRIATION.] 
  2.13     $34,088,000 is appropriated in fiscal year 2001 from the 
  2.14  general fund to the commissioner of children, families, and 
  2.15  learning for funding teacher mentoring programs under section 
  2.16  2.  This appropriation is in addition to any other appropriation 
  2.17  for this purpose. 
  2.18     Sec. 4.  [EFFECTIVE DATE.] 
  2.19     Sections 1 to 3 are effective for revenue for fiscal year 
  2.20  2001 and later.
