  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to construct the Amateur Sports Hall of Fame in Elk 
  1.4             River; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [AMATEUR SPORTS HALL OF FAME, ELK RIVER.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $2,000,000 is appropriated 
  1.8   from the bond proceeds fund to the commissioner of 
  1.9   administration to make a grant to the city of Elk River to 
  1.10  acquire land, predesign, design, construct, furnish, and equip 
  1.11  the Amateur Sports Hall of Fame.  This appropriation is not 
  1.12  available until the commissioner has determined that at least 
  1.13  $4,501,000 has been committed by nonstate sources to complete 
  1.14  the project. 
  1.15     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.16  this act from the bond proceeds fund, the commissioner of 
  1.17  finance, on request of the governor, shall sell and issue bonds 
  1.18  of the state in an amount up to $2,000,000 in the manner, upon 
  1.19  the terms, and with the effect prescribed by Minnesota Statutes, 
  1.20  sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  1.21  article XI, sections 4 to 7. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     This act is effective the day following final enactment.
