A bill for an act
relating to human services; appropriating money for a grant to The Power of People
Leadership Institute to expand prerelease and postrelease programming and
facilities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $1,500,000 in fiscal year 2024 and $1,500,000 in fiscal year
2025 are appropriated from the general fund to the commissioner of human services for a
grant to The Power of People Leadership Institute to expand programs for individuals who
are set to be released from incarceration and who have recently been released from
incarceration. Grant funds must be used to expand prerelease programs to include both
in-person and virtual programming and to grow postrelease wrap-around services to 300
formerly incarcerated individuals.

new text begin $2,500,000 in fiscal year 2024 is appropriated from the general fund
to the commissioner of human services for a grant to The Power of People Leadership
Institute to expand the institute's physical space to create an employment center for formerly
incarcerated clients. This is a onetime appropriation and is available until the project is
completed or abandoned, subject to Minnesota Statutes, section 16A.642.
