  1.1                          A bill for an act
  1.2             relating to capital improvements; authorizing spending 
  1.3             to acquire and to better public land and buildings and 
  1.4             other public improvements of a capital nature; 
  1.5             appropriating money to the board of trustees of the 
  1.6             Minnesota state colleges and universities for a 
  1.7             library for the Metropolitan State University, St. 
  1.8             Paul region campus; authorizing issuance of bonds. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  [APPROPRIATION.] 
  1.11     $14,000,000 is appropriated from the bond proceeds fund to 
  1.12  the board of trustees of the Minnesota state colleges and 
  1.13  universities to design, construct, furnish and equip a new 
  1.14  library facility for the Metropolitan State University, St. Paul 
  1.15  region campus, subject to the requirements of Minnesota 
  1.16  Statutes, section 16A.695.  
  1.17     The board of trustees may use a design-build method of 
  1.18  project development, and construction for this project.  The 
  1.19  board may award a design-build contract on the basis of requests 
  1.20  for proposals or requests for qualifications without bids. 
  1.21     Sec. 2.  [BOND SALE.] 
  1.22     To provide the money appropriated in section 1 from the 
  1.23  bond proceeds fund, the commissioner of finance, on request of 
  1.24  the governor, shall sell and issue bonds of the state in an 
  1.25  amount up to $14,000,000 in the manner, on the terms, and with 
  1.26  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.27  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.1   4 to 7. 
  2.2      Sec. 3.  [EFFECTIVE DATE.] 
  2.3      Sections 1 and 2 are effective the day following final 
  2.4   enactment.
