  1.1                          A bill for an act 
  1.2             relating to human services; striking a rider related 
  1.3             to foster care; amending Laws 1995, chapter 207, 
  1.4             article 1, section 2, subdivision 4. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1995, chapter 207, article 1, section 2, 
  1.7   subdivision 4, is amended to read: 
  1.8   Subd. 4.  Children's Program          19,860,000     21,453,000
  1.9   The amounts that may be spent from this 
  1.10  appropriation for each purpose are as 
  1.11  follows: 
  1.12  (a) Children's Trust Fund Grants
  1.13         247,000        247,000
  1.14  (b) Families With Children
  1.15  Services Grants and Administration
  1.16       1,718,000      1,710,000
  1.17  (c) Family Service Collaborative Grants

  1.27  [FAMILY SERVICES COLLABORATIVE.] Plans 
  1.28  for the expenditure of funds for family 
  2.1   services collaboratives must be 
  2.2   approved by the children's cabinet 
  2.3   according to criteria in Minnesota 
  2.4   Statutes, section 121.8355.  Money 
  2.5   appropriated for these purposes may be 
  2.6   expended in either year of the 
  2.7   biennium.  Money appropriated for 
  2.8   family services collaboratives is also 
  2.9   available for start-up funds under 
  2.10  Minnesota Statutes, section 245.492, 
  2.11  subdivision 19, for children's mental 
  2.12  health collaboratives. 
  2.13  [HOME CHOICE PROGRAM.] Of this 
  2.14  appropriation, $75,000 each year must 
  2.15  be used as a grant to the metropolitan 
  2.16  council to support the housing and 
  2.17  related counseling component of the 
  2.18  home choice program. 
  2.19  [FOSTER CARE.] Foster care, as defined 
  2.20  in Minnesota Statutes, section 260.015, 
  2.21  subdivision 7, is not a community 
  2.22  social service as defined in Minnesota 
  2.23  Statutes, section 256E.03, subdivision 
  2.24  2, paragraph (a).  This paragraph is 
  2.25  effective the day following final 
  2.26  enactment. 
  2.27  [NEW CHANCE.] Of this appropriation, 
  2.28  $100,000 each year is for a grant to 
  2.29  the New Chance demonstration project 
  2.30  that provides comprehensive services to 
  2.31  young AFDC recipients who became 
  2.32  pregnant as teenagers and dropped out 
  2.33  of high school.  The commissioner shall 
  2.34  provide an annual report on the 
  2.35  progress of the demonstration project, 
  2.36  including specific data on participant 
  2.37  outcomes in comparison to a control 
  2.38  group that received no services.  The 
  2.39  commissioner shall also include 
  2.40  recommendations on whether strategies 
  2.41  or methods that have proven successful 
  2.42  in the demonstration project should be 
  2.43  incorporated into the STRIDE employment 
  2.44  program for AFDC recipients. 
  2.45  [HIPPY CARRY FORWARD.] $50,000 in 
  2.46  unexpended money appropriated in fiscal 
  2.47  year 1995 for the Home Instruction 
  2.48  Program for Preschool Youngsters 
  2.49  (HIPPY) in Laws 1994, chapter 636, 
  2.50  article 1, section 11, does not cancel 
  2.51  but is available for the same purposes 
  2.52  for fiscal year 1996. 
  2.53  [COMMUNITY COLLABORATIVE MATCHING 
  2.54  GRANT.] Of the funds appropriated for 
  2.55  family services collaboratives, $75,000 
  2.56  in fiscal year 1996 shall be used for 
  2.57  the commissioner of human services to 
  2.58  provide a matching grant for community 
  2.59  collaborative projects for children and 
  2.60  youth developed by a regional 
  2.61  organization established under 
  2.62  Minnesota Statutes, section 116N.08, to 
  2.63  receive rural development challenge 
  2.64  grants.  The regional organization must 
  2.65  include a broad cross-section of public 
  2.66  and private sector community 
  3.1   representatives to develop programs, 
  3.2   services or facilities to address 
  3.3   specific community needs of children 
  3.4   and youth.  The regional organization 
  3.5   must also provide a two-to-one match of 
  3.6   nonstate dollars for this grant. 
  3.7   [INDIAN CHILD WELFARE GRANTS.] $100,000 
  3.8   is appropriated from the general fund 
  3.9   to the commissioner of human services 
  3.10  for the purposes of providing 
  3.11  compliance grants to an Indian child 
  3.12  welfare defense corporation, pursuant 
  3.13  to Minnesota Statutes, section 
  3.14  257.3571, subdivision 2a, to be 
  3.15  available until June 30, 1997. 
  3.16     Sec. 2.  [EFFECTIVE DATE.] 
  3.17     Section 1 is effective the day following final enactment.
