  1.1                          A bill for an act 
  1.2             relating to the amateur sports commission; authorizing 
  1.3             grants for development of new soccer fields and other 
  1.4             amateur sports facilities; establishing matching 
  1.5             criteria for grants; appropriating money; proposing 
  1.6             coding for new law in Minnesota Statutes, chapter 240A.
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [240A.13] [SOCCER FIELD DEVELOPMENT.] 
  1.9      Subdivision 1.  [GRANTS.] The commission may make matching 
  1.10  grants to political subdivisions of the state to develop new 
  1.11  soccer fields and other facilities for amateur athletics.  In 
  1.12  awarding grants, the commission shall give priority to proposals 
  1.13  from multiple applicants.  To the extent possible, over time, 
  1.14  the commission shall disperse grants equally among the state's 
  1.15  congressional districts. 
  1.16     Subd. 2.  [MATCHING CRITERIA.] Each grant for soccer field 
  1.17  development under this section must be matched by recipient 
  1.18  communities or institutions in accordance with this 
  1.19  subdivision.  A matching contribution may include an in-kind 
  1.20  contribution of land; access roadways and access roadway 
  1.21  improvements; and necessary utility services, landscaping, and 
  1.22  parking.  A grant not exceeding $20,000 must be matched equally 
  1.23  by the recipient.  A grant of more than $20,000, but not 
  1.24  exceeding $75,000, must be matched by the recipient at a rate 
  1.25  double the amount of the grant.  A grant in excess of $75,000 
  1.26  must be matched by the recipient at a rate of three times the 
  2.1   amount of the grant.  Grants for other facilities are governed 
  2.2   by section 240A.09; 240A.10; or 240A.12, whichever is applicable.
  2.3      Sec. 2.  [APPROPRIATION.] 
  2.4      $12,000,000 is appropriated from the general fund to the 
  2.5   amateur sports commission for the purpose of making grants under 
  2.6   section 1.
