  1.1                          A bill for an act 
  1.2             relating to education; expanding use of instructional 
  1.3             transformation through technology grants; amending 
  1.4             Laws 1995, First Special Session chapter 3, article 
  1.5             12, section 8, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Laws 1995, First Special Session chapter 3, 
  1.8   article 12, section 8, subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [ESTABLISHMENT; PURPOSE.] A grant program 
  1.10  is established to help school districts work together and with 
  1.11  higher education institutions, businesses, local government 
  1.12  units, libraries, and community organizations in order to 
  1.13  facilitate individualized learning and manage information by 
  1.14  employing technological advances, especially computers and, 
  1.15  related products, and other technologies supporting 
  1.16  school-to-work transitions.  Recipients shall use grant proceeds 
  1.17  to: 
  1.18     (1) enhance teaching and learning productivity through the 
  1.19  use of technology; 
  1.20     (2) develop individual learner classroom-based teaching and 
  1.21  learning systems that can be aggregated into site, district, and 
  1.22  state frameworks; 
  1.23     (3) develop personalized learning plans designed to give 
  1.24  learners more responsibility for their learning success and 
  1.25  change the role of teacher to learning facilitator; 
  2.1      (4) match and allocate resources; 
  2.2      (5) create a curriculum environment that is multiplatform; 
  2.3      (6) provide user and contributor access to electronic 
  2.4   libraries; 
  2.5      (7) schedule activities; 
  2.6      (8) automate progress reports; 
  2.7      (9) increase collaboration between school districts and 
  2.8   sites, and with businesses, higher education institutions, 
  2.9   libraries, and local government units; 
  2.10     (10) correlate state-defined outcomes to curriculum units 
  2.11  for each student; 
  2.12     (11) increase accountability through a reporting system; 
  2.13  and 
  2.14     (12) provide technical support, project evaluation, 
  2.15  dissemination services, and replication; 
  2.16     (13) manage learner information; and 
  2.17     (14) support learning in manufacturing, engineering, and 
  2.18  transportation career majors as defined in the federal 
  2.19  School-To-Work Opportunities Act, Public Law Number 103-239.
