A bill for an act
relating to capital improvements; authorizing the issuance of state bonds;
appropriating money for Grass Lake restoration.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $3,900,000 is appropriated from the bond proceeds
fund to the Board of Water and Soil Resources for the purposes specified in this section.

new text begin RIM conservation easements. new text end

new text begin $1,500,000 is to acquire conservation
easements from landowners on marginal lands, professional and technical services, and
associated conservation practices to restore Grass Lake, protect water quality, and to
support fish and wildlife habitat as provided in Minnesota Statutes, section 103F.515. Up
to 15 percent is available for agency implementation costs.

new text begin $900,000 is for a grant to Kandiyohi County for
acquisition, construction, and technical costs required to integrate storm water diversion
and treatment system measures with a public ditch system.

new text begin $1,500,000 is for a grant to the city of Willmar for a
pumping station, appurtenances, and professional and technical services to address water
quantity and quality issues concurrent with the restoration of Grass Lake.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in this act from the bond proceeds fund, the
commissioner of finance shall sell and issue bonds of the state in an amount up to
$3,900,000 in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7.
