  1.1                          A bill for an act 
  1.2             relating to public safety; directing the commissioner 
  1.3             of public safety to study the use of blue lights on 
  1.4             emergency vehicles and road maintenance vehicles; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [STUDY.] 
  1.8      (a) The commissioner of public safety shall study the 
  1.9   feasibility and desirability of allowing emergency vehicles to 
  1.10  display blue lights to the front and rear of the vehicle, and of 
  1.11  prohibiting any other type of vehicle from displaying blue 
  1.12  lights.  The study must include: 
  1.13     (1) the safety implications of allowing blue lights to the 
  1.14  front and rear of emergency vehicles; 
  1.15     (2) the safety implications of various lighting 
  1.16  configurations for emergency vehicles and road maintenance 
  1.17  equipment; and 
  1.18     (3) the cost to the department of transportation and local 
  1.19  road authorities of discontinuing the use of blue lights on road 
  1.20  maintenance equipment.  
  1.21     (b) The commissioner shall report to the governor and 
  1.22  legislature on the results of the study not later than January 
  1.23  15, 1999. 
  1.24     Sec. 2.  [APPROPRIATION.] 
  1.25     $....... is appropriated from the general fund to the 
  2.1   commissioner of public safety for fiscal year 1999 for the 
  2.2   purposes of section 1.
