A bill for an act
relating to capital investment; authorizing spending to acquire and better public
land and buildings and other improvements of a capital nature; authorizing the
issuance of state bonds; appropriating money for improvements to the Perpich
Center for Arts Education.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PERPICH CENTER FOR ARTS EDUCATION CAPITAL
IMPROVEMENTS.

new text begin Appropriation. new text end

new text begin $999,000 is appropriated from the bond proceeds
fund to the commissioner of administration for capital improvements to the Perpich
Center for Arts Education. Of this:

new text begin (a) $206,000 is to update the master plan and predesign for capital project needs
for the campus;
new text end

new text begin (b) $355,000 is for asset preservation, to be spent in accordance with Minnesota
Statutes, section 16B.307, including reconstruction of sidewalks and roadways, installing
drain tile on three sides of the administration building, and installing a chain link security
fence on the south side of the campus;

new text begin (c) $385,000 is to replace windows in the Delta dorm;

new text begin (d) $53,000 is to install a prefabricated storage and workshop building next to the
maintenance and boiler room.

new text begin To provide the money appropriated in subdivision 1 from the
bond proceeds fund, the commissioner of finance shall sell and issue bonds of the state in
an amount up to $999,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
