  1.1                          A bill for an act 
  1.2             relating to human services; allowing the state and 
  1.3             county to establish a county store.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [COUNTY STORE DEMONSTRATION PROJECT.] 
  1.6      Subdivision 1.  [AUTHORIZATION FOR DEMONSTRATION 
  1.7   PROJECT.] Notwithstanding any law to the contrary, Hennepin 
  1.8   county may establish a county store, or enter into a partnership 
  1.9   with a nonprofit organization to operate a county store, to be 
  1.10  used for the following purposes:  (1) to allow the sale of 
  1.11  surplus equipment to the public; and (2) to provide training and 
  1.12  employment opportunities to AFDC recipients and persons in the 
  1.13  corrections system.  The county may require recipients already 
  1.14  mandatory for participation in employment and training 
  1.15  activities to be enrolled in this training and employment 
  1.16  program in order to continue the recipient's participation in 
  1.17  the AFDC program.  The county may also require persons in the 
  1.18  corrections system to participate in the program under this 
  1.19  section.  The demonstration project is authorized for a 
  1.20  five-year period beginning July 1, 1996. 
  1.21     Subd. 2.  [PLANNING FOR DEMONSTRATION PROJECT.] The 
  1.22  demonstration project must be developed under the direction of 
  1.23  the county board.  The county board shall develop procedures 
  1.24  necessary to implement the program and may enter into any 
  2.1   necessary contracts.
