  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [PHALEN CORRIDOR; APPROPRIATION.] 
  1.7      $3,800,000 is appropriated from the general fund to the 
  1.8   department of trade and economic development for the purpose of 
  1.9   making a grant to the city of St. Paul for the Phalen corridor 
  1.10  job creation initiative for a redevelopment program to transform 
  1.11  a 12-acre site into an industrial park for, primarily, 
  1.12  manufacturing and industrial employment.
