A bill for an act
relating to capital investment; appropriating money for noise barriers on marked
Interstate Highway 694; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin MARKED INTERSTATE HIGHWAY 694 NOISE BARRIERS;
APPROPRIATION AND BOND SALE AUTHORIZATION.

new text begin (a) $8,000,000 is appropriated from the bond proceeds
account in the state transportation fund as provided in Minnesota Statutes, section 174.50,
to the commissioner of transportation for installation of noise barriers in the following
segments of marked Interstate Highway 694:

new text begin (1) on the south side from Anoka County State-Aid Highway 1, known as University
Avenue, to 7th Street NE in Fridley;
new text end

new text begin (2) on the north side from Matterhorn Drive NE in Fridley to the prolongation of Black
Oak Drive in New Brighton;
new text end

new text begin (3) on the south side from the existing noise barrier near the western border of New
Brighton to Anoka County State-Aid Highway 44, known as Silver Lake Road; and
new text end

new text begin (4) on the south side from the prolongation of 8th Avenue NW for a distance of
approximately 750 feet to the highway-rail crossing in New Brighton.

new text begin (b) The commissioner may adjust the locations specified in paragraph (a) as reasonably
necessary to address noise impacts and establish continuous barriers.

new text begin (c) This appropriation is available when the commissioner of management and budget
determines that sufficient resources have been committed to complete the project, as required
by Minnesota Statutes, section 16A.502. This is a onetime appropriation and is available
until June 30, 2026.

new text begin To provide the money appropriated in subdivision 1 from the bond
proceeds account in the state transportation fund, the commissioner of management and
budget shall sell and issue bonds of the state in an amount up to $8,000,000 in the manner,
upon the terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to
16A.675, and by the Minnesota Constitution, article XI, sections 4 to 7. The proceeds of
the bonds, except accrued interest and any premium received on the sale of the bonds, must
be credited to the bond proceeds account in the state transportation fund.
