1.1 A bill for an act 1.2 relating to the iron range resources and 1.3 rehabilitation board; changing composition and 1.4 appointment of the board; amending Minnesota Statutes 1.5 1995 Supplement, section 298.22, subdivision 2. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. Minnesota Statutes 1995 Supplement, section 1.8 298.22, subdivision 2, is amended to read: 1.9 Subd. 2.There is hereby createdThe iron range resources 1.10 and rehabilitation board, consistingconsists of 11 members,1.11five of whom shall be state senators appointed by the1.12subcommittee on committees of the rules committee of the senate,1.13and five of whom shall be representatives,appointed by the 1.14speaker of the house of representatives,governor. At least one 1.15 member shall be a representative of labor; one member shall be a 1.16 representative of the taconite industry; two members shall be 1.17 local elected officials, other than school board members, of 1.18 municipalities wholly located within the tax relief area; one 1.19 member shall be a member of a school board of a school district 1.20 wholly located within the tax relief area; and five members 1.21 shall be members of the public who reside within the tax relief 1.22 area. Their terms of officetoshall commence onMay 1, 19431.23 January 2, 1997, and continue until January3rd2,19451999, 1.24 or until their successors are appointed and qualified. Their 1.25 successors shall be appointed each two years in the same manner 2.1 as the original members were appointed, in January of every 2.2 second year, commencing in January,19451999. The 11th member 2.3 ofsaidthe board shall be the commissioner of natural resources 2.4 of the state of Minnesota. Vacancies on the board shall be 2.5 filled in the same manner as the original members were 2.6 chosen.At least a majority of the legislative members of the2.7board shall be elected from state senatorial or legislative2.8districts in which over 50 percent of the residents reside2.9within a tax relief area as defined in section 273.134.All 2.10 expenditures and projects made by the commissioner of iron range 2.11 resources and rehabilitation shall first be submitted to said 2.12 iron range resources and rehabilitation board for approval by at 2.13 least eight board members of expenditures and projects for 2.14 rehabilitation purposes as provided by this section, and the 2.15 method, manner, and time of payment of all said funds proposed 2.16 to be disbursed shall be first approved or disapproved by said 2.17 board. The board shall biennially make its report to the 2.18 governor and the legislature on or before November 15 of each 2.19 even-numbered year. The expenses ofsaidthe board shall be 2.20 paid by the state of Minnesota from the funds raised pursuant to 2.21 this section. 2.22 Sec. 2. [EFFECTIVE DATE.] 2.23 Section 1 is effective the day following final enactment 2.24 and applies to the members of the iron range resources and 2.25 rehabilitation board on January 2, 1997.
