A bill for an act
relating to firearms; directing the Department of Public Safety to make available
to local law enforcement agencies statewide certain standardized forms for
issuing firearm transferee permits used in purchasing certain firearms from
federally licensed dealers; amending Minnesota Statutes 2004, section 624.7131,
subdivision 3.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 624.7131, subdivision 3, is amended to
read:


Subd. 3.

Forms.

new text begin (a) new text end Chiefs of police and sheriffs shall make transferee permit
application forms available throughout the community.

new text begin (b) When issuing a transferee permit to a qualified applicant, the chief of police or
sheriff shall use the standardized transferee permit card available from the commissioner
of public safety.

new text begin (c) new text end There shall be no charge for forms, reports, investigations, notifications, waivers
or any other act performed or materials provided by a government employee or agency in
connection with application for or issuance of a transferee permit.

Sec. 2. new text begin FIREARM TRANSFEREE PERMIT FORM.

new text begin The commissioner of public safety shall design and make available to local law
enforcement agencies statewide a standardized transferee permit application form and a
standardized transferee permit card for use by local law enforcement agencies issuing
firearm transferee permits under section 624.7131. The permit card must be designed to
be readily recognizable by firearm merchants and law enforcement officers statewide. For
the availability requirement under this section, it shall suffice that the department posts the
firearm transferee application form and permit card on its Web site in a manner accessible
exclusively by law enforcement agencies statewide.
