  1.2             relating to human services; modifying prospective 
  1.3             reimbursement rates for medical assistance and general 
  1.4             assistance medical care; amending Minnesota Statutes 
  1.5             1995 Supplement, section 256B.69, subdivision 5b. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1995 Supplement, section 
  1.8   256B.69, subdivision 5b, is amended to read: 
  1.9      Subd. 5b.  [PROSPECTIVE REIMBURSEMENT RATES.] (a) For 
  1.10  prepaid medical assistance and general assistance medical care 
  1.11  program contract rates effective January 1, 1996, through 
  1.12  December 31, 1996, capitation rates for nonmetropolitan counties 
  1.13  shall on a weighted average be no less than 85 percent of the 
  1.14  capitation rates for metropolitan counties, excluding Hennepin 
  1.15  county. 
  1.16     (b) For prepaid medical assistance and general assistance 
  1.17  medical care program contract rates effective on or after 
  1.18  January 1, 1997, capitation rates for nonmetropolitan counties 
  1.19  shall on a weighted average be no less than 90 percent of the 
  1.20  capitation rates for metropolitan counties, excluding Hennepin 
  1.21  county.  The commissioner shall ensure that the capitation rate 
  1.22  for Hennepin county shall be no greater than 110 percent of the 
  1.23  capitation rate for metropolitan counties.
