A bill for an act
relating to capital improvements; appropriating money for water and sewer
systems improvements in the city of North Branch; authorizing the sale and
issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $1,782,000 is appropriated from the bond proceeds fund to the Public Facilities
Authority for a grant to the city of North Branch for improvements to the city water
and sewer infrastructure. This appropriation is to complete the predesign, design, and
construction of a main water line loop, including connections and a main sanitary sewer
line with a lift station in the city of North Branch. The trunk water main loop connection
line will provide adequate water volume and pressure for fire protection and suppression
for industrial users at the ESSBY Business Park, while the trunk sewer line is required to
provide sanitary sewer service to property along the water main loop.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $1,782,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
