A bill for an act
relating to corrections; allowing inmates to make toll-free calls to immediate
family members; amending Minnesota Statutes 2014 by adding a section to
chapter 243.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

[243.511] INMATE PHONE CALLS TO IMMEDIATE FAMILY
MEMBERS.

Subdivision 1.

Definition.

(a) For purposes of this section the following terms have
the meanings provided.

(b) "Children" means an inmate's birth, step, or adopted children.

(c) "Immediate family member" means an inmate's spouse or children.

(d) "Spouse" means an inmate's legal spouse.

Subd. 2.

Toll-free calls.

(a) At least once a week, the commissioner shall allow an
inmate to speak on the telephone with the inmate's children without charge.

(b) At least once a month, the commissioner shall allow an inmate to speak on the
telephone with the inmate's spouse without charge.

(c) The commissioner may establish reasonable time limitations on toll-free calls to
immediate family members, but must allow toll-free calls to last at least 15 minutes.

(d) The commissioner may charge an inmate for additional monthly phone calls to
immediate family members under rates and terms consistent with the facility's general
telephone use policy.
