  1.1                          A bill for an act 
  1.2             relating to drivers' licenses; allowing applicant for 
  1.3             driver's license to donate $1 for public information 
  1.4             and education about anatomical gifts; appropriating 
  1.5             money; requiring a report to the legislature; amending 
  1.6             Minnesota Statutes 1998, section 171.06, subdivision 2.
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 171.06, 
  1.9   subdivision 2, is amended to read: 
  1.10     Subd. 2.  [FEES.] (a) The fees for a license and Minnesota 
  1.11  identification card are as follows: 
  1.12  Classified Driver's License  D-$18.50 C-$22.50 B-$29.50 A-$37.50
  1.13  Classified Under-21 D.L.     D-$18.50 C-$22.50 B-$29.50 A-$17.50
  1.14  Instruction Permit                                        $ 9.50
  1.15  Provisional License                                       $ 9.50
  1.16  Duplicate License or
  1.17   duplicate identification card                            $ 8.00
  1.18  Minnesota identification card or Under-21 Minnesota
  1.19   identification card, other than duplicate,
  1.20   except as otherwise provided in section 171.07,
  1.21   subdivisions 3 and 3a                                    $12.50
  1.22     (b) Notwithstanding paragraph (a), a person who holds a 
  1.23  provisional license and has a driving record free of (1) 
  1.24  convictions for a violation of section 169.121, 169.1218, 
  1.25  169.122, or 169.123, (2) convictions for crash-related moving 
  1.26  violations, and (3) convictions for moving violations that are 
  2.1   not crash related, shall have a $3.50 credit toward the fee for 
  2.2   any classified under-21 driver's license.  "Moving violation" 
  2.3   has the meaning given it in section 171.04, subdivision 1. 
  2.4      (c) An application for a Minnesota identification card, 
  2.5   instruction permit, provisional license, or driver's license, 
  2.6   including an application for renewal, must contain a provision 
  2.7   that allows the applicant to add to the fee under paragraph (a) 
  2.8   a $1 donation for the purposes of public information and 
  2.9   education on anatomical gifts.  Amounts donated under this 
  2.10  paragraph are appropriated to the commissioner for grants to a 
  2.11  Minnesota organ procurement organization that is certified by 
  2.12  the federal Health Care Financing Administration, or to an 
  2.13  entity that is a charitable entity under section 501(c)(3) of 
  2.14  the Internal Revenue Code of 1986 and is created by such a 
  2.15  Minnesota organ procurement organization, for programs of public 
  2.16  information and education on organ donation.  From the grant the 
  2.17  recipient shall produce and supply to the commissioner the 
  2.18  pamphlet on anatomical gifts required under subdivision 3.  The 
  2.19  commissioner shall utilize all existing supplies of application 
  2.20  forms before implementing this paragraph. 
  2.21     Sec. 2.  [REPORT.] 
  2.22     The commissioner of public safety shall report to the 
  2.23  chairs of the senate and house of representatives committees 
  2.24  having jurisdiction over transportation policy and 
  2.25  transportation finance on the receipts and expenditures under 
  2.26  this act.  The commission shall submit the report by February 1, 
  2.27  2002.
