  1.1                          A bill for an act 
  1.2             relating to insurance; health; extending dependent 
  1.3             coverage to veterans who are full-time students; 
  1.4             amending Minnesota Statutes 1996, section 62E.02, 
  1.5             subdivision 7; Minnesota Statutes 1997 Supplement, 
  1.6             section 62L.02, subdivision 11.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 62E.02, 
  1.9   subdivision 7, is amended to read: 
  1.10     Subd. 7.  [DEPENDENT.] "Dependent" means:  (1) a spouse or; 
  1.11  (2) unmarried child under the age of 19 years,; (3) a dependent 
  1.12  child who is a student under the age of 25,; (4) an unmarried 
  1.13  child who is a veteran and a full-time student for not more than 
  1.14  four years or the number of years served in the armed forces of 
  1.15  the United States, whichever is less; or (5) a dependent child 
  1.16  of any age who is disabled.  
  1.17     For purposes of this subdivision, "veteran" has the meaning 
  1.18  given in section 197.447. 
  1.19     Sec. 2.  Minnesota Statutes 1997 Supplement, section 
  1.20  62L.02, subdivision 11, is amended to read: 
  1.21     Subd. 11.  [DEPENDENT.] (a) "Dependent" means:  (1) an 
  1.22  eligible employee's spouse,; (2) an unmarried child who is under 
  1.23  the age of 19 years,; (3) an unmarried child under the age of 25 
  1.24  years who is a full-time student as defined in section 62A.301,; 
  1.25  (4) an unmarried child who is a veteran and a full-time student 
  1.26  for not more than four years or the number of years served in 
  2.1   the armed forces of the United States, whichever is less; (5) a 
  2.2   dependent child of any age who is handicapped and who meets the 
  2.3   eligibility criteria in section 62A.14, subdivision 2,; or (6) 
  2.4   any other person whom state or federal law requires to be 
  2.5   treated as a dependent for purposes of health plans. 
  2.6      (b) For the purpose of this definition,:  (1) a child 
  2.7   includes a child for whom the employee or the employee's spouse 
  2.8   has been appointed legal guardian; (2) a veteran is as defined 
  2.9   in section 197.447; and (3) an adoptive child is as provided in 
  2.10  section 62A.27. 
  2.11     Sec. 3.  [EFFECTIVE DATE; APPLICATION.] 
  2.12     Sections 1 and 2 are effective August 1, 1998, and apply to 
  2.13  health plans issued, renewed, or continued as defined in 
  2.14  Minnesota Statutes, section 60A.02, subdivision 2a, to provide 
  2.15  coverage to a Minnesota resident on or after that date.
