  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             to improve the Mount Itasca biathlon and cross-country 
  1.4             ski facility; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [MOUNT ITASCA BIATHLON AND CROSS-COUNTRY 
  1.7   IMPROVEMENTS.] 
  1.8      Subdivision 1.  [APPROPRIATION.] $370,000 is appropriated 
  1.9   from the bond proceeds fund to the amateur sports commission to 
  1.10  improve the Mount Itasca biathlon and cross-country ski 
  1.11  facility, including expanding the five-kilometer racing loop 
  1.12  trail, constructing a paved-loop trail, and installing lighting 
  1.13  for trails. 
  1.14     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.15  this act from the bond proceeds fund, the commissioner of 
  1.16  finance shall sell and issue bonds of the state in an amount up 
  1.17  to $370,000 in the manner, upon the terms, and with the effect 
  1.18  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.19  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  1.20     Sec. 2.  [EFFECTIVE DATE.] 
  1.21     This act is effective the day following final enactment.
