  1.1                          A bill for an act 
  1.2             relating to human services; modifying qualifications 
  1.3             for child welfare case managers; amending Minnesota 
  1.4             Statutes 2002, section 256F.10, subdivision 5. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 256F.10, 
  1.7   subdivision 5, is amended to read: 
  1.8      Subd. 5.  [CASE MANAGERS.] Case managers are individuals 
  1.9   employed by and authorized by the certified child welfare 
  1.10  targeted case management provider to provide case management 
  1.11  services under section 256B.094 and this section.  A case 
  1.12  manager must have:  
  1.13     (1) skills in identifying and assessing a wide range of 
  1.14  children's needs; 
  1.15     (2) knowledge of local child welfare and a variety of 
  1.16  community resources and effective use of those resources for the 
  1.17  benefit of the child; and 
  1.18     (3) a bachelor's degree in social work, psychology, 
  1.19  sociology, or a closely related field from an accredited 
  1.20  four-year college or university; or a bachelor's degree from an 
  1.21  accredited four-year college or university in a field other than 
  1.22  social work, psychology, sociology or a closely related field, 
  1.23  plus one year of experience in the delivery of social services 
  1.24  to children as a supervised social worker in a public or private 
  1.25  social services agency; or 
  2.1      (4) been authorized to serve as a tribal child welfare case 
  2.2   manager certified by a federally recognized tribal government 
  2.3   within the state of Minnesota, pursuant to section 256B.02, 
  2.4   subdivision 7, paragraph (c), and determined as meeting 
  2.5   applicable standards.
