  1.1                          A bill for an act
  1.2             relating to state government; creating a citizens 
  1.3             committee on gambling oversight; appropriating money; 
  1.4             proposing coding for new law as Minnesota Statutes, 
  1.5             chapter 349C. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [349C.01] [CITIZENS COMMITTEE ON GAMBLING 
  1.8   OVERSIGHT.] 
  1.9      Subdivision 1.  [CREATION.] The Citizens Committee on 
  1.10  Gambling Oversight is created.  The committee consists of nine 
  1.11  members appointed by the governor.  Membership terms, 
  1.12  compensation, and removal of members are governed by section 
  1.13  15.059. 
  1.14     Subd. 2.  [DUTIES.] The citizens committee shall oversee 
  1.15  the work of state agencies involved in sponsoring or regulating 
  1.16  gambling, including the State Lottery, the Racing Commission, 
  1.17  the Gambling Control Board, and the functions of the Department 
  1.18  of Public Safety relating to gambling enforcement.  In 
  1.19  performing its functions, the committee may:  
  1.20     (1) review the efficiency and effectiveness of an agency in 
  1.21  implementing its mission; 
  1.22     (2) review the appropriateness of policies and procedures 
  1.23  contained in agency rules and other documents guiding agency 
  1.24  operations; 
  1.25     (3) review all gambling-related audits conducted by state 
  2.1   agencies, and review gambling control procedures used by these 
  2.2   agencies; and 
  2.3      (4) recommend changes in state laws necessary to improve 
  2.4   agency efficiency and effectiveness. 
  2.5      If in the course of committee work a member of the 
  2.6   committee discovers irregular activities that may constitute 
  2.7   violations of law, the person must report the matter to the 
  2.8   legislative auditor and to the attorney general. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     $....... is appropriated from the general fund for the 
  2.11  fiscal year ending June 30, 2005, to the Citizens Committee on 
  2.12  Gambling Oversight for purposes of section 1.
