  1.1                          A bill for an act 
  1.2             relating to highways; providing for determination of 
  1.3             mileage for inclusion in the municipal state-aid 
  1.4             street system; amending Minnesota Statutes 1996, 
  1.5             section 162.09, subdivision 1. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 162.09, 
  1.8   subdivision 1, is amended to read: 
  1.9      Subdivision 1.  [CREATION; MILEAGE LIMITATION; RULES.] 
  1.10  There is created a municipal state-aid street system within 
  1.11  statutory and home rule charter cities having a population of 
  1.12  5,000 or more.  The extent of the municipal state-aid street 
  1.13  system for a city shall not exceed:  (1) 20 percent of the total 
  1.14  miles of city streets and county roads within the jurisdiction 
  1.15  of that city, plus (2) the mileage of all trunk highways 
  1.16  reverted or turned back to the jurisdiction of the city pursuant 
  1.17  to law on and after July 1, 1965, plus (3) the mileage of county 
  1.18  highways reverted or turned back to the jurisdiction of the city 
  1.19  pursuant to law on or after May 11, 1994.  For purposes of this 
  1.20  subdivision, the total miles of city streets and county roads 
  1.21  within the jurisdiction of a city includes all miles of county 
  1.22  highways turned back to that city's jurisdiction on or after May 
  1.23  11, 1994.  The system shall be established, located, 
  1.24  constructed, reconstructed, improved, and maintained as public 
  1.25  highways within such cities under rules, not inconsistent with 
  2.1   this section, made and promulgated by the commissioner as 
  2.2   hereinafter provided.
