  1.1                          A bill for an act 
  1.2             relating to capitol improvements; appropriating money 
  1.3             to construct the Trollwood Arts Village in the city of 
  1.4             Moorhead; authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [TROLLWOOD ARTS VILLAGE APPROPRIATION.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $....... is appropriated 
  1.8   from the bond proceeds fund to the commissioner of 
  1.9   administration for a grant to the city of Moorhead to prepare a 
  1.10  site for the Trollwood Arts Village at M.B. Johnson Park in the 
  1.11  city of Moorhead, including the acquisition of additional land 
  1.12  for parking and related arts facilities; and to design, 
  1.13  construct, furnish, and equip the Trollwood Arts Village.  The 
  1.14  appropriation may be used for site preparation, parking, 
  1.15  restrooms, outdoor amphitheater, village center, media arts 
  1.16  center, and related facilities.  The city of Moorhead may enter 
  1.17  into a lease or management agreement for the Trollwood Arts 
  1.18  Village, subject to Minnesota Statutes, section 16A.695. 
  1.19     Subd. 2.  [MATCHING FUNDS.] The appropriation in 
  1.20  subdivision 1 is not available until the commissioner has 
  1.21  determined that an equal amount has been committed to the 
  1.22  Trollwood Arts Village from nonstate sources. 
  1.23     Subd. 3.  [BOND SALE.] To provide the money appropriated in 
  1.24  this section from the bond proceeds fund, the commissioner of 
  1.25  finance shall sell and issue bonds of the state in an amount up 
  2.1   to $....... in the manner, on the terms, and with the effect 
  2.2   prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  2.3   and by the Minnesota Constitution, article XI, sections 4 to 7.
