  1.1                          A bill for an act 
  1.2             relating to appropriations; appropriating money for a 
  1.3             pilot project to break the cycle of violence. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [BREAKING THE CYCLE OF VIOLENCE PILOT PROJECT.] 
  1.6      $265,000 is appropriated from the general fund to Ramsey 
  1.7   county in fiscal year 1999 for the development and operation of 
  1.8   a one-year pilot project in Ramsey county targeting intensive 
  1.9   intervention to families who have been involved in the violent 
  1.10  drug culture. 
  1.11     This pilot program is to provide intensive residential 
  1.12  services in Phase I for up to 90 days as an alternative to 
  1.13  incarceration of adult women and out-of-home placement of their 
  1.14  children.  Case management for families and weekly urine 
  1.15  analysis for the adult women will be provided throughout the 
  1.16  program. 
  1.17     Phase II is to be a time of placement in a transitional 
  1.18  housing program.  Phase III is to be a time of reintegration 
  1.19  into neighborhood living and responsible citizenship with the 
  1.20  assistance of community-based neighborhood organizations that 
  1.21  are recruited by project staff.
