  1.1                          A bill for an act
  1.2             relating to education; establishing pupil units for 
  1.3             basic skills summer school; amending Minnesota 
  1.4             Statutes 1994, section 124.17, by adding a subdivision.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1994, section 124.17, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 4.  [BASIC SKILLS SUMMER SCHOOL PUPIL UNITS.] When a 
  1.9   pupil is enrolled in a mastery of basic skills summer school 
  1.10  program that is not a part of the regular school term and the 
  1.11  student has a total enrollment time of more than 1,050 hours in 
  1.12  a school year, the pupil may be counted as more than one pupil 
  1.13  in average daily membership.  The amount in excess of one pupil 
  1.14  must be determined by the ratio of the number of hours of 
  1.15  instruction provided to that pupil in excess of 1,050 hours to 
  1.16  1,050.  For each pupil, only the amount of summer school 
  1.17  enrollment time attributable to basic skills instruction may be 
  1.18  used to calculate the additional hours in the school year.  
  1.19  Basic skills instruction is defined as in Minnesota's rules on 
  1.20  graduation standards and includes reading, writing, and 
  1.21  mathematics.  Hours that occur after the close of the 
  1.22  instructional year in June shall be attributable to the 
  1.23  following fiscal year. 
  1.24     Sec. 2.  [EFFECTIVE DATE.] 
  1.25     Section 1 is effective August 1, 1996.
