  1.1                          A bill for an act 
  1.2             relating to crime victim services; establishing task 
  1.3             force to develop recommendations for a formula for 
  1.4             distributing crime victim services grants; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [ADVISORY TASK FORCE; FORMULA FOR CRIME VICTIM 
  1.8   SERVICES GRANTS.] 
  1.9      An advisory task force is established to develop 
  1.10  recommendations for a statutory formula for the distribution of 
  1.11  crime victim services grants.  The task force must be appointed 
  1.12  by the commissioner of public safety and must consist of 15 
  1.13  members.  The members must be geographically diverse and 
  1.14  representative of the many types of agencies that receive crime 
  1.15  victim services funding.  The task force must also include at 
  1.16  least one county attorney, district court judge, and 
  1.17  representative of law enforcement agencies.  A task force member 
  1.18  may send an alternate person to represent the member at any task 
  1.19  force meetings.  The task force is governed by the applicable 
  1.20  policies under Minnesota Statutes, chapter 15 that govern 
  1.21  advisory task forces.  The commissioner must provide staff, 
  1.22  meeting space, and administrative services for the task force.  
  1.23  The task force must submit recommendations, which may include 
  1.24  minority reports, to the commissioner by December 1, 2004.  The 
  1.25  commissioner must report to the chairs and ranking minority 
  2.1   members of the senate and house committees having jurisdiction 
  2.2   over judiciary finance and crime prevention on the 
  2.3   recommendations of the task force by January 15, 2005. 
  2.4      [EFFECTIVE DATE.] This section is effective the day 
  2.5   following final enactment. 
  2.6      Sec. 2.  [APPROPRIATION; CRIME VICTIMS SERVICES.] 
  2.7      $1,200,000 is appropriated from the general fund to the 
  2.8   commissioner of public safety for disbursal to crime victims 
  2.9   services providers to restore to those activities funds reduced 
  2.10  for fiscal year 2004.  This appropriation is in addition to 
  2.11  appropriations made for these services in the 2003 legislative 
  2.12  session and is available through June 30, 2005.
