A bill for an act
relating to health; family planning grants; compliance reviews; amending
Minnesota Statutes 2014, section 145.925, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 145.925, is amended by adding a
subdivision to read:

new text begin (a) The commissioner of health shall conduct
reviews of all nonprofit corporations that are awarded family planning special project
grants at least once during the grant period. The review of each nonprofit corporation must
include an audit of the agency's compliance with all relevant and applicable federal and
state statutes, regulations, and other requirements.

new text begin (b) The commissioner shall immediately suspend the grant of a nonprofit corporation
that is not in compliance with relevant and applicable federal and state statutes,
regulations, and other requirements. The commissioner shall take action to recover from
the agency any grant funds dispersed to the agency during the grant period for which the
agency was found to be out of compliance.

new text begin (c) A nonprofit corporation found to be not in compliance is ineligible to receive a
grant under this section for a period of not less than six years.

Sec. 2. new text begin FAMILY PLANNING SPECIAL PROJECT GRANTS; AUDIT OF
NONPROFIT GRANTEES.

new text begin The commissioner of health shall commence reviews, as required under Minnesota
Statutes, section 145.925, subdivision 5a, of all nonprofit corporations that receive family
planning special project grants under Minnesota Statutes, section 145.925. Reviews must
begin within 20 days of enactment of Minnesota Statutes, section 145.925, subdivision 5a.
