  1.1                          A bill for an act 
  1.2             relating to human services; transferring a fetal 
  1.3             alcohol appropriation; requiring prevention and 
  1.4             intervention services; requiring reports. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [FETAL ALCOHOL SPECTRUM DISORDER APPROPRIATION 
  1.7   TRANSFER.] 
  1.8      On July 1 of each fiscal year, beginning July 1, 2004, 
  1.9   $1.19 million of the general fund appropriation to the 
  1.10  commissioner of health for fetal alcohol spectrum disorder 
  1.11  administration and grants shall be transferred to a statewide 
  1.12  organization that focuses solely on prevention of and 
  1.13  intervention with fetal alcohol spectrum disorder.  The money 
  1.14  shall be used for prevention and intervention services and 
  1.15  programs, including, but not limited to, community grants, 
  1.16  professional education, public awareness, and diagnosis.  The 
  1.17  organization may retain five percent of the transferred money 
  1.18  for administrative costs.  The organization shall report to the 
  1.19  commissioner of health annually by January 15 on the services 
  1.20  and programs funded by the appropriation. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective July 1, 2004.
