  1.2             relating to state government; appropriating money for 
  1.3             capital improvements. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5                           STATE GOVERNMENT 
  1.6   Section 1.  [STATE GOVERNMENT; APPROPRIATIONS.] 
  1.7      The sums in the column under "APPROPRIATIONS" are 
  1.8   appropriated from the bond proceeds fund, or another named fund, 
  1.9   to the state agencies or officials indicated, to be spent to 
  1.10  acquire and to better public land and buildings and other public 
  1.11  improvements of a capital nature, as specified in this act.  
  1.12  Unless otherwise specified, general fund appropriations in this 
  1.13  article are available until June 30, 2002.

  2.9   $500,000 is for reroofing and other 
  2.10  repairs to the Department of Natural 
  2.11  Resources minerals building in Hibbing. 
  2.12  Subd. 3.  Capitol Square
  2.13  Building Demolition                                   3,464,000
  2.14  To demolish the Capitol Square Building 
  2.15  in St. Paul, relocate the department of 
  2.16  children, families, and learning (CFL), 
  2.17  and the higher education services 
  2.18  office (HESO) and pay for up to four 
  2.19  months rent in a new facility, convert 
  2.20  the existing site to temporary parking 
  2.21  until a new state-owned facility can be 
  2.22  constructed, and conduct a predesign 
  2.23  study of future facilities for CFL and 
  2.24  HESO.  This appropriation is from the 
  2.25  general fund. 
  2.26  Subd. 4.  Labor Interpretive Center
  2.27  Building                                             11,200,000
  2.28  For acquisition and remodeling of the 
  2.29  east building of the Science Museum of 
  2.30  Minnesota (SMM) in St. Paul for a labor 
  2.31  interpretive center facility. 
  2.32  Subd. 5.  Bald Eagle Center                           1,250,000
  2.33  For a grant to the city of Wabasha for 
  2.34  design and construction of the American 
  2.35  bald eagle center.  
  2.36  Subd. 6.  Department of
  2.37  Revenue Relocation                                    5,722,000
  2.38  To relocate the department of revenue 
  2.39  from a leased facility to a new 
  2.40  state-owned facility in the Capitol 
  2.41  complex.  This appropriation is from 
  2.42  the general fund and includes staging 
  2.43  equipment and furnishings necessary to 
  2.44  complete the relocation and to continue 
  2.45  critical operations at the new facility.
  2.46  Subd. 7.  Electrical Utility

  2.48  To upgrade the primary electrical 
  2.49  distribution system in the Capitol 
  2.50  complex and to upgrade the mechanical 
  2.51  infrastructure in the east Capitol 
  2.52  area.  This appropriation is from the

  2.54  Subd. 8.  Agency Relocation                          10,550,000 
  2.55  $648,000 is from the trunk highway fund 
  2.56  for relocation of a portion of the 
  2.57  department of transportation offices 
  3.1   during the final phase of renovation to 
  3.2   the department of transportation 
  3.3   building in the Capitol complex. 
  3.4   $9,902,000 is from the general fund for 
  3.5   relocation of the emergency management 
  3.6   and capitol security divisions of the 
  3.7   department of public safety, department 
  3.8   of administration plant management and 
  3.9   environmental management divisions, 
  3.10  department of health operations in the 
  3.11  Central Medical building in St. Paul, 
  3.12  department of commerce operations at 
  3.13  133 East Seventh street in St. Paul, 
  3.14  department of labor and industry in St. 
  3.15  Cloud, and department of human services 
  3.16  operations at various locations. 
  3.17  Subd. 9.  Capitol Security and
  3.18  Plant Management Facility Predesign                      45,000
  3.19  To conduct a predesign of a new 
  3.20  facility for the department of public 
  3.21  safety's capitol security division and 
  3.22  the department of administration's 
  3.23  plant management division. 
  3.24  Subd. 10.  Transportation
  3.25  Building Renovation                                  15,775,000
  3.26  To complete renovation and life safety 
  3.27  improvements to the transportation 
  3.28  building in the Capitol complex.  This 
  3.29  appropriation is from the trunk highway 
  3.30  fund and is the final state 
  3.31  appropriation for this project. 
  3.32  Subd. 11.  Real Property Acquisition                   3,300,000 
  3.33  This appropriation is from the general 
  3.34  fund for acquisition of land and 
  3.35  purchase options in order to hold 
  3.36  properties that meet state development 
  3.37  needs. 
  3.38  Subd. 12.  Bureau of Criminal
  3.39  Apprehension Facility Design                          2,815,000
  3.40  For design of a new bureau of criminal 
  3.41  apprehension (BCA) building. 
  3.42  Subd. 13.  Dahl House Relocation                        100,000
  3.43  This appropriation is from the general 
  3.44  fund to relocate the Dahl house to a 
  3.45  more suitable site outside of the 
  3.46  Capitol complex. 
  3.47  Sec. 3.  AMATEUR SPORTS COMMISSION
  3.48  Subdivision 1.  To the amateur
  3.49  sports commission for the purposes
  3.50  specified in this section                            14,225,000
  3.51  Subd. 2.  National Sports Center                      4,800,000 
  3.52  $2,000,000 from the general fund is for 
  3.53  purchase and development of land for 
  3.54  the National Children's Golf Course in 
  3.55  Blaine.  On weekends and during school 
  3.56  vacations, a person age 18 or over may 
  4.1   not use the golf course constructed 
  4.2   with these funds unless the person is 
  4.3   accompanied by a youth under age 18.  A 
  4.4   youth may not accompany more than one 
  4.5   person over age 18, except for family 
  4.6   members.  The restrictions in this 
  4.7   paragraph do not apply if there is 
  4.8   space available when a person arrives 
  4.9   at the course without a reservation. 
  4.10  $1,000,000 from the general fund is for 
  4.11  grants for development or improvement 
  4.12  of facilities or programs to improve 
  4.13  access to golf for economically 
  4.14  disadvantaged youth. 
  4.15  $1,800,000 from the general fund is for 
  4.16  the purchase and development of land to 
  4.17  expand the National Sports Center in 
  4.18  Blaine, and development of athletic 
  4.19  fields. 
  4.20  Subd. 3.  Giants Ridge Facility                         690,000
  4.21  For a grant to the Iron Range resources 
  4.22  and rehabilitation board to enhance the 
  4.23  Giants Ridge cross-country ski event 
  4.24  facility.  This appropriation is from 
  4.25  the general fund. 
  4.26  Subd. 4.  Minneapolis Urban
  4.27  Sports Center                                           600,000
  4.28  For a grant to special school district 
  4.29  No. 1, Minneapolis, to complete funding 
  4.30  for an urban sports facility, to be 
  4.31  owned by the district.  This 
  4.32  appropriation is in addition to the 
  4.33  project appropriation of $3,400,000 in 
  4.34  Laws 1996, chapter 463, section 14, 
  4.35  subdivision 5, paragraph (a), and 
  4.36  subject to the conditions contained 
  4.37  therein. 
  4.38  Subd. 5.  Tennis Facility                             3,400,000
  4.39  For a grant to the city of St. Paul to 
  4.40  design, construct, furnish, and equip a 
  4.41  tennis center to offer indoor tennis 
  4.42  facilities, subject to the requirements 
  4.43  of Minnesota Statutes, section 16A.695. 
  4.44  Subd. 6.  Mt. Itasca Ski Area                           135,000
  4.45  For a grant to the Iron Range resources 
  4.46  and rehabilitation board to expand the 
  4.47  facilities at Mt. Itasca ski area.  
  4.48  This appropriation is from the general 
  4.49  fund. 
  4.50  Subd. 7.  Ice Arena Grants                            3,600,000
  4.51  $2,500,000 is for grants for new ice 
  4.52  arenas under Minnesota Statutes, 
  4.53  section 240A.09. 
  4.54  $1,100,000 is for ice arena renovation 
  4.55  grants under Minnesota Statutes, 
  4.56  section 240A.09. 
  4.57  Subd. 8.  Women's Hockey Programs                     1,000,000
  5.1   From the general fund for a grant to 
  5.2   the University of Minnesota at Duluth 
  5.3   and grants to the Minnesota state 
  5.4   colleges and universities board of 
  5.5   regents for costs related to startup 
  5.6   and operations of women's hockey 
  5.7   programs. 
  5.8   Sec. 4.  CAPITOL AREA ARCHITECTURAL AND
  5.9   PLANNING BOARD 
  5.10  Subdivision 1.  To the commissioner
  5.11  of administration for the purposes

  5.13  Subd. 2.  Capitol Building
  5.14  Structural Stabilization                              6,673,000
  5.15  To stabilize the Capitol building's 
  5.16  structure and provide related facility

  5.19  To design and construct exterior doors 
  5.20  on the Capitol's ground, first, and 
  5.21  second floors at the Capitol.  
  5.22  The commissioner of administration and 
  5.23  the capitol area architectural and 
  5.24  planning board shall study and report 
  5.25  to the legislature by January 15, 1999, 
  5.26  on possible improvements of the stairs 
  5.27  from the tunnel to the Capitol, so as 
  5.28  to encourage greater use of stairs and 
  5.29  less use of elevators. 
  5.30  Subd. 4.  Aurora Street
  5.31  Rehabilitation                                          400,000
  5.32  To redesign and improve Aurora street 
  5.33  in front of the Capitol; with related 
  5.34  parking and security improvements. 
  5.35  Subd. 5.  Capitol Grounds                               442,000
  5.36  For repair of:  the pool and sculpture 
  5.37  at the veterans service building; the 
  5.38  plaza and wall of the Floyd B. Olson 
  5.39  Memorial; and the plaza at the 
  5.40  Lindbergh Memorial. 
  5.41  Subd. 6.  Capitol                                       700,000
  5.42  For exterior directional, 
  5.43  informational, parking, and building 
  5.44  signage in the Capitol complex.  Up to 
  5.45  $320,000 of this amount may be used for 
  5.46  predesign of interior restoration 
  5.47  projects in the Capitol building. 
  5.48  Sec. 5.  MILITARY AFFAIRS 
  5.49  Subdivision 1.  To the adjutant
  5.50  general or other named agency for the
  5.51  purposes specified in this section                    4,420,000
  5.52  Subd. 2.  Asset Preservation                            900,000 
  5.53  For asset preservation improvements at 
  5.54  military affairs facilities statewide. 
  6.1   Subd. 3.  Military Affairs/Emergency

  6.4   to purchase land for and predesign a 
  6.5   joint military affairs/emergency 
  6.6   management facility.  
  6.7   Subd. 4.  Kitchen Renovation                            880,000 
  6.8   To renovate kitchen facilities at 
  6.9   National Guard training and community 
  6.10  centers in Thief River Falls, Bemidji, 
  6.11  Detroit Lakes, Marshall, Litchfield, 
  6.12  Anoka, Fergus Falls, and Pine City.  
  6.13  Subd. 5.  Maintenance Facility                          140,000
  6.14  For predesign of a public works and 
  6.15  maintenance facility at the Twin Cities 
  6.16  Army Ammunition Plant.  These funds are 
  6.17  available only if land for the facility 
  6.18  is transferred to the state by the 
  6.19  federal government.
